Buy the general license before you book Bradford
I have watched Ohio plates roll into a Kane lot with a home-state license in the console, and I have watched people buy the general hunting license and walk into October archery with no archery add-on. Pennsylvania does not care that you “hunt the border.” You need a Pennsylvania general hunting license — that is the antlered deer tag — plus the add-ons for the season you actually hunt. Step 1: Hunter education
Pennsylvania is not a 1960 birth-year state. By law, all first-time hunters must finish hunter-trapper education before PGC will sell a hunting license. If you already held a hunting license here or in another state or nation, or you already have an approved training certificate, you are generally through. Bring the card. In-person Basic Hunter-Trapper Education is free at 11 and older — register on the hunter-trapper education page. Online courses exist for Pennsylvania residents; pass at 80 percent. Other-state cards count for firearm hunting. Mentored hunting is the path if the class is unfinished. Active-duty U.S. Armed Forces and Coast Guard, and recently honorably discharged within six months, have a Game Code exception — confirm it on PGC before you skip class.
Step 2: Resident or not
Residency is not a Warren County camp and an Ohio tax return. You must be domiciled in Pennsylvania 30 consecutive days before you apply, and prove it with a Pennsylvania driver’s license, state or local income-tax receipts, or some other positive ID. A New Jersey address with a Pike County permission slip is a nonresident cart. Nonresident deer hunting is over the counter — that is why this trip is not Iowa. I am not pasting a fee table that will be wrong next June. Move mid-year and the license goes invalid in 30 days unless you file the change-of-residency form.
Step 3: What goes in the cart
Pennsylvania does not sell a standalone “deer license” the way Michigan layers a deer tag on a base. Think in layers:
- General hunting license — junior / adult / senior. Includes one antlered deer tag, fall and spring turkey, and small game. That is the buck tag.
- Archery add-on for archery season. Crossbows ride with it. Regular firearms with a bow does not need it.
- Muzzleloader add-on for muzzleloader or flintlock. Regular firearms with a muzzleloader does not need it.
- Antlerless deer license for the WMU you will actually hunt. One per round in the first three rounds. A 5C leftover does not let you shoot a doe on Allegheny.
- DMAP only on a listed unit. Coupons from the landowner raise the cap. Does not count against the antlerless personal limit. Report even if you shoot nothing.
- Ag Tag only with a farm coupon. Not a Game Lands doe tag.
Junior and senior combination licenses fold archery, muzzleloader, and furtaker into one product. Bear, migratory bird, and antlerless stay extra. The nonresident 7-day small-game license is not a deer tag. Step 4: When it goes on sale
The 2026–27 general hunting licenses went on sale Monday, June 22, 2026, at 8 a.m. Valid July 1, 2026 through June 30, 2027. Wait until the Friday before firearms and you will still get a general license in a normal year. What disappears is antlerless paper in the WMU you wanted, and the mail window if you ordered online. Antlerless is four rounds, not a pink envelope — Act 148 of 2022 killed the mail-in. Buy on HuntFishPA or at an agent. Dates from the antlerless deer license page, last checked September 7, 2026: Round 1 residents June 22 at 8 a.m., guaranteed one antlerless license in any WMU if you buy before July 13; nonresidents July 13, first-come, no guarantee; Round 2 July 27 (up to two); Round 3 August 10 (up to three; DMAP starts that morning); Round 4 August 24 (personal limit six in most WMUs, up to 15 in 5C and 5D, then one more for each antlerless harvest you report until the unit sells out). Landowner antlerless (50 or more contiguous acres, county treasurer only) opened June 15. Mentored permit holders get one antlerless license for the year.
How you carry it, tag it, and report it
Know your nine-digit CID. A digital license is legal for the license itself. Physical harvest tags on durable stock still have to be in the pack for deer. Online orders mail those tags in 10 to 20 business days — if opener is next weekend, buy at an agent so they print now. Detach the deer harvest tag — the panel with the deer icon, not the license — fill it with a ballpoint, and attach it to the ear before you move the carcass. Not the antler. DMAP holders report harvest or no-harvest within 10 days of the last possible harvest date. CWD is not a license, but high-risk parts stay with the kill or go in commercial trash. Public land does not need a second license — it needs the right WMU
State Game Lands, DCNR state forests, and Allegheny National Forest take the same Pennsylvania general hunting license. They do not take an Ohio license, a 5C antlerless leftover in 2G, or a DMAP written for a different property. Look up the WMU the night you buy the extra tag, not at the two-track. Youth and first-timers
Mentored hunting is how a kid, a spouse, or an adult who has not finished hunter ed can go. The mentor is 21 or older and licensed. Stay at the mentor’s side. Mentored hunters 12 and older get three license years, then they take the course. A kid who mentored three years before 12 buys a junior license after hunter ed. Ages 7 and older get an antlered tag and can buy one antlerless license. Under 7, the mentor can transfer a tag at harvest. Official: mentored hunting permits. Junior licenses cover ages 12–16 after hunter ed. An 11-year-old who turns 12 by June 30 of the license year can buy junior; privileges start on the 12th birthday. Common ways this goes wrong
- An Ohio, New York, or New Jersey license on Pennsylvania dirt because “it’s the same ridge.”
- Archery or flintlock season with only the general hunting license.
- A 5C antlerless leftover in a 2G lot, or a DMAP on the wrong property.
- Buying online the week of opener and hunting before the physical tags arrive.
- The 7-day nonresident small-game ticket, treated like a deer tag.
- Moving the deer before the tag is on the ear, or skipping the 10-day report.
