Who this forest is for
If you want 4,000-foot ridges, beech and spruce, a tracking snow after the first November storm, and a legal deer you will drag through hobblebush, hunt White Mountain National Forest — and accept harvest densities that look like a rounding error next to the seacoast.
If you need to see deer, fill a freezer, or sit a food plot 80 yards from a truck, do not start here. Hunt Units L and M on the state guide, then come north when you want the woods trip.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I grew up broke, so I learned public land before I ever paid for a lease, and I still split time between a 65-acre lease in Pike County, Illinois and public dirt in the Missouri Ozarks. The White Mountains are the trip I take when I want the New England version of an Upper Peninsula sit: big woods, steep last 200 yards, and one honest track in new snow. Treating Lincoln like a Pike County bean edge is how you burn a Saturday on the Kanc watching leaf-peeper brake lights.
This is not Ottawa with a different sign. Ottawa is cedar, lake-effect snow, and two-tracks against the Wisconsin line. This forest is northern Appalachian hardwoods piled into a recreation machine. Fish and Game’s own deer assessment puts White Mountain habitat at about 2–4 deer per square mile versus 20-plus in the south. The 2025 statewide harvest was a record 14,387. The Town of Lincoln, sitting on WMUs D2E, E, and F in the middle of the tourist forest, registered five deer — 0.04 per square mile. Waterville Valley registered two. That is the hunt. If those numbers bother you, stay home or hunt a shotgun town.
Three districts, five maps, one Maine license problem
Pick a district before you pick a motel. The Forest is not one continuous block, and Google’s green smear will walk you onto a state park, a posted inholding, or Maine.
Pemigewasset Ranger District — 71 White Mountain Drive, Campton (603-536-6100). West and central: I-93, the Kanc from Lincoln, the Pemi Wilderness, Franconia country. This is the trap for anyone who booked a Loon Mountain condo and assumed the parking lot was a deer plan. Lincoln Woods is a hiker factory. Hunt it like a road. The district office shares a building with the Supervisor. Hours as posted: Tuesday–Friday 9 a.m.–4 p.m.
Saco Ranger District — 33 Kancamagus Highway, Conway (603-447-5448). East side: Conway, Albany, Sandwich Range, Wild River, the Maine line. North Conway is the grocery, processor, and outlet-mall town. The Kanc’s east trailheads fill on a Saturday in October and they are not empty on Nov. 11. Saco office hours as posted: Wednesday–Saturday.
Androscoggin Ranger District — 300 Glen Road, Gorham (603-466-2713). North: Presidentials, Great Gulf, Kilkenny, Berlin/Gorham access. Fewer leaf-peepers than Lincoln, more wind, more moose sign, still a lot of hikers on anything named after a 4,000-footer. Closed Wednesday. Call ahead if you need a pass.
Download the Motor Vehicle Use Map for the piece you will park in. The Forest publishes five PDFs on the maps page: Kilkenny, Maine, Presidential, Sandwich, and Westside of Forest. A two-track that looks open on a phone basemap can be gated, seasonal, high-clearance only, or a private driveway the Forest already warned you about. Many Forest roads cross private land. I keep a paper MVUM in the truck because cell dies in a spruce hole.
The Maine piece is not a rumor. Evans Notch and the Caribou-Speckled Mountain Wilderness sit in Oxford County. The Forest hunting page is blunt: you need the license for the state you are standing in. A New Hampshire tag does not cover a Maine drainage. There is no live Evans Notch child URL on this site, so I am not inventing one. Two more “not this hunt” lines I write on the truck visor: Franconia Notch State Park and Crawford Notch State Park are state parks, not Forest Service two-tracks. Massabesic Experimental Forest is a detached southern unit near Manchester — about 12,000 acres on old Forest Service acreage tables — and it is not a Presidential Range sit. Do not mix them.
Terrain, and how deer actually use it
White Mountain deer do not live on a Pike County bean edge and they do not live in an Ottawa cedar swamp. Deer habitat here is security cover on a steep, mostly mature forest: northern hardwoods (beech, yellow birch, maple) on the benches, spruce-fir as you climb, hobblebush and blowdown where a cut or a blowdown patch still exists. Fish and Game’s 2026–2035 Big Game Management Plan says the quiet part out loud for WMUs D2E, E, and F — the units that “comprise large portions of the White Mountain National Forest.” Winters are severe. Habitat productivity is relatively low. Forestry has matured a lot of the ground. Those units are managed to hold or slightly decrease deer, not grow a southern New Hampshire herd.
The older assessment is even blunter: reduced timber harvests in C1, D2E, E, and F cut browse and slowed recovery after the low-population 1980s. You are not hunting a young aspen sea. You are hunting leftover browse, beech mast when it actually drops, swamp edges, and the nasty edge other people skip because it does not look like a postcard.
Here is what I do on this kind of ground.
I hunt the places deer have to cross: a saddle between two points, the first thick spruce or hobblebush edge off a gated road, a beech bench when caps are actually on the ground, and the leeward third of a face when the wind is up. I do not sit the pretty oak/beech flat 150 yards from a developed recreation site. That buffer is a Forest order, and it is also where the people cluster. Bottoms look like travel. On this forest they are also ski-trail and snowmobile connectors. I hunt a bottom only when I can sit above it and dump scent into a drainage I do not expect a deer to walk.
Food is mast and browse, not beans. A hot beech ridge will pull deer until the caps go stale. Then they spread. Old cellar-hole apples on the lower benches are honest overlap with do deer eat apples, not a reason to sit a random tree 80 yards from NH 112. Wild diet context is on what do deer eat. When I time movement I still check deer feeding times, then I let snow and pressure rewrite the clock. Big-woods deer hide daylight. They do not lose it.
Town harvests from the 2025 Wildlife Harvest Summary are the density map I actually trust: Lincoln 5 (0.04/sq mi), Waterville Valley 2 (0.03), Bartlett 16 (0.22), Albany 15 (0.20), Randolph 9 (0.19), Berlin 22 (0.36), Conway 67 (0.96). Access, parking, and opening weekend
November 11, 2026 is the statewide firearms opener — a Wednesday, which helps if you can take the day, and does not help if you only have Saturday. Every pull-off you can see from the Kanc, every Lincoln Woods overflow, and anything with an Appalachian Trail blaze will have a truck. Hunt it like opening day on public land: 400 to 900 yards off the easiest access, last stretch steep, wet, or blowdown. I pick a backup parking pin before daylight. If the first lot is full, I do not cruise NH 112 looking for a miracle. I go to the pin.
The Appalachian Trail runs more than 100 miles across this Forest. I treat a white blaze like a road. Hikers, peak-baggers, and a surprising number of hunters who did not want to read a MVUM use it. Sandwich Range south of the Kanc and Kilkenny north of the Presidentials are the pieces I would rather walk than any named 4,000-footer parking lot.
Wilderness is legal to hunt and illegal to motor. The Forest lists six: Great Gulf, Presidential Range–Dry River, Pemigewasset, Sandwich Range, Wild River, and Caribou-Speckled Mountain (Maine). Group size 10. No ATVs, carts, drones, or bicycles. The Pemi has a posted bear-proof food-storage order for overnight visitors. That is a camping rule, not a deer tactic, but it tells you the bear density is real. Do not shoot a deer into a Pemi drainage you cannot get a sled through before dark.
Check current Forest alerts the week you drive. As of this writing the Forest has a Lincoln Woods Trail closure, a Rattlesnake Fire notice on the Pemigewasset District, and a Town Hall Road camping-and-fire order on Forest Roads 17 (Slippery Brook) and 38 (East Branch) through 2031. Those orders change. The alerts page wins over this paragraph.
Portable stands. No nails, no screw-in steps if the Forest or a co-op WMA says so — I run a hang-on and sticks because I need to move when a two-track fills up. I wasted money on $400 ozone scent control that did not fix a west wind dumping into a bed. A set of $35 climbing sticks has lasted 11 seasons.

I-93 and NH 16 at dawn are also a collision hunt you did not sign up for. If you hit a deer on the way to the stand, the after-action is what to do if you hit a deer, not “it will be fine in the ditch.”
Wind and thermals on 4,000-footers
A weather app that says “west 6 mph” is lying to you in a notch. Morning thermals crawl up the face as the hardwoods warm. Evening thermals fall into the same drainage you just climbed out of. Midday they swirl at the cliff lip and at every spruce wall. I hunt lower in the morning with a crosswind that dumps into a cut, and I hunt higher in the evening so falling air carries scent off the travel line. If the wind is switching every three minutes, I do not force a tree. I still-hunt damp leaves or I sit a bench where a bad swirl hits a notch, a river, or a posted inholding, not a bedding thicket.
That is the same thermal problem as Allegheny and the Ozarks, just steeper and with more hiker scent on the ridge. Details live on how to read wind thermals and do deer move in the wind. Rain is a reason to hunt, not a reason to sit in North Conway. Wet leaves cover access. I slip the downwind edge of thick cover.
Season notes versus the rest of New Hampshire
Do not copy the whole state table onto this page. OTC licenses, Sunday hunting (legal), hunter orange (recommended, not required — I wear it in firearms week anyway), 24-hour registration, the $113 nonresident hunting license, and Units L/M extra antlerless tags live on the New Hampshire page. If you are coming from out of state, read planning an out-of-state deer hunt before you book a Lincoln cabin around Nov. 11. You cannot hunt this forest as a lunch-break backup from Keene.
What is not the same as a Unit M woodlot, and what is extra on this Forest:
- Any-deer days are short. On D2E, E, F, and G2, firearms any-deer is Nov. 11–12, 2026, then antlered-only through Dec. 6. Muzzleloader any-deer on D2E and E is Oct. 31 only. If you came to shoot a doe on a mountain bench in week two of firearms, you came to the wrong WMU. Confirm the current chart. WMU A’s early closer (firearms ends Nov. 29) is Connecticut Lakes country, not the Kanc.
- Baiting is paperwork, then a crowd. Legal statewide in a short window with a permit. On state-managed land including this Forest, applications must be postmarked between the first Monday in June and the first Monday in August, sent to Law Enforcement in Concord with a topo map, first-come, first-served. 100% salt is illegal. I hunt this forest without bait. A pile on a gated road teaches every hunter with a flashlight where to sit.
- Forest discharge rules sit on top of RSA. New Hampshire already bans shooting within 300 feet of a dwelling without permission. The Forest adds 150 yards from campsites and developed sites, and it bans shooting across a Forest System road or into a cave. Drives are capped at six people statewide.
- CWD is not a White Mountain problem yet. Fish and Game has tested more than 9,000 deer since 2002 with no positives. Whole carcasses from CWD states still cannot roll in. If a deer looks sick, use CWD symptoms and how to get your deer tested. Natural cervid urine is a vector; I skip it.
- Dogs are not a deer method here. If you hit a deer and lose it, New Hampshire licenses leashed dog trackers who can work at night. Call one instead of pushing a gut shot. I gut-shot a doe in 2007, pushed her too early, and never found her. In hobblebush that mistake is a lost deer in cover that all looks the same after dark.
Register the deer within 24 hours. Online registration is down the first two days of muzzleloader and the first three days of firearms — you go in person those days. Tag it in the woods first; how to tag a deer is the mechanics. You may quarter, but the head and hide come out.
Where to sit without dropping a pin
I do not publish a tree. I publish a pattern.
West / Pemi: gated two-tracks off the Kanc and I-93 that do not have a recreation name. Avoid Lincoln Woods, the Falls Pond selfie lots, and anything a leaf-peeper already geotagged. Hunt the first nasty spruce/hobblebush edge 400 to 900 yards in. The last 200 yards should be steep enough that the guy in sneakers turns around.
East / Saco: Sandwich Range country south of NH 112, not the east Kanc trailhead circus. Albany’s 0.20 deer per square mile is the honest number. Hunt a beech bench or a cut edge, not a White Ledge parking spur on Saturday.
North / Androscoggin and Kilkenny: the piece I would actually pick for a first serious trip. Fewer outlet malls. More moose. Still not Unit M. Get off NH 16. Hunt Kilkenny gravel and the ugly interior, not the Presidentials parking lots that serve Madison and Adams.
One morning sit tight to bedding. One evening sit on a travel edge. If I cannot explain why a deer would walk it at 8:10 a.m., I do not sit there. Still-hunt only in wet snow or enough wind. In 2014 I tracked a buck line 600 yards in crunchy snow and blew him out of his bed because I got impatient. Tracking is hunting. The deer gets a vote. The classic North Country play — take a big track at daylight and stay with it — is miles, wet wool, and the discipline to stop when the track starts to meander into a bed.
Shot windows in this cover swallow a bad hit. I decide max range before I climb. Bow in timber: 30 yards unless the lane is wide and the deer is calm. If you are not hunting
Weather dies up here. A November nor’easter will shut the Kanc. Have a daylight plan that is not “drive to camp and stare at the wall.”
West: Franconia Notch as a drive-through (state park rules), Lincoln for grocery and a laundromat for wet wool. East: North Conway if you already booked it — outlets, a real grocery, more processors. North: Gorham and Berlin if the Presidentials are in cloud. None of that is a reason to hunt a trailhead on Saturday of firearm week. The Forest is also a hiking destination; that is why the parking lots look like October. Hunt away from the views.
Where to stay, ice, and the meat pole
Pick a base for the district you are actually hunting. Drive time to the parking area, a grocery open after dark, and a processor matters more than a pretty lobby. Cabins and motels both work. I want late checkout on opening morning and a place I can hang wet wool. Do not sleep in Keene and “just run up” to Lincoln. Do not sleep in North Conway and hunt Kilkenny in the dark. Do not sleep in Bethel, Maine and hunt the west Pemi without a Maine plan.
Lincoln / North Woodstock, NH — west Pemi, I-93, Kanc west. Grocery, rooms, and a real town if a storm shuts the highway. Book away from the ski-weekend rate if you can. Hunt interior, not the visitor-center lot.
North Conway, NH — Saco District, more lodging, more processors, more leaf-peeper traffic. Fine if that is your unit. A bad Kilkenny base.
Conway, NH — quieter than North Conway, Saco office on the Kanc, closer to Sandwich Range dirt.
Gorham, NH — Androscoggin District, Presidential north, Kilkenny access, Walmart on Main Street. Use it when the north map is the hunt.
Plymouth, NH — I-93 central without committing to Lincoln prices. Campton district office is a short hop. Good if your two-tracks are the south Pemi / Sandwich west.
Call a processor before you shoot. Mountain shops book for Nov. 11. Southern shops drown in Unit L/M deer the same week. Ask two questions: when can I actually pick up meat, and do you take a quartered deer. Ice is a town problem — buy it the night before. A White Mountains drag through hobblebush can be 900 yards of pain. I keep a cheap plastic sled in the truck when snow is possible. If this forest is slammed
Same forest, uglier access first. Wet, steep, blowdown. Most orange quits at the first dry two-track or the first AT blaze.
Switch maps, not states, before you panic. Kanc slammed → Kilkenny or Sandwich interior. Lincoln Woods slammed → a gated Westside spur that does not have a waterfall name. Presidential lots slammed → stay off NH 16 and walk Kilkenny. Do not commute from North Conway to Gorham in the dark and call it a backup.
If the whole Forest is headlights, I do not invent a second White Mountain URL. Nash Stream Forest and the Connecticut Lakes Headwaters (Unit A, early closer) are the North Country public that is not this Forest — named here, no child URL yet, so use the official maps and the state page. Unit L’s Pisgah State Park is a meat hunt, not a same-weekend swap from Lincoln.
A different state is a different tag. Vermont’s Green Mountain National Forest is the sibling range — start there or at Vermont deer hunting. Maine’s western public is on the Maine guide. Massachusetts is the southern neighbor: Massachusetts deer hunting. Hiawatha and Ottawa are Upper Peninsula cousins, not a Friday-night drive from Lincoln. Lease vs this walk: public land vs lease. If you still want a farm-country contrast, that is north woods vs farmland again.
Wildlife that actually lives here
Moose — tracks in the same drainages, especially Androscoggin and Kilkenny. Do not turn a moose scrape into a deer plan, and do not shoot a moose on a deer tag. The moose page is the biology; this page is the deer hunt. Black bear — 1,097 harvested statewide in 2025, and the Pemi canister order exists because bears work camps. Hang food, keep a clean truck bed, hunt deer. You may jump grouse and snowshoe hare. Canada lynx are a North Country trapping concern, not a deer tactic. I do not sell a lynx sighting as a hunt plan.

Is White Mountain National Forest a good deer hunt?
It is a good woods trip and a hard numbers hunt. Fish and Game puts mountain habitat at 2–4 deer per square mile. Lincoln registered five deer in 2025. Come for tracks, thermals, and a drag. If you need sightings, hunt Units L and M.
Do I need a draw tag?
No. New Hampshire deer licenses are over the counter. Extra antlerless tags are a Unit L/M tool, not a White Mountain tool. The Special Archery Deer Permit is a second antlered deer, bow only. Details stay on the state page.
Can I hunt Wilderness?
Yes, under state seasons. No motors, no carts, no drones. Stay 150 yards off developed sites. Plan the drag before you shoot. The Forest hunting page, last updated March 24, 2026, is the rule.
Can I bait on the White Mountains?
Only with a Fish and Game baiting permit applied for between the first Monday in June and the first Monday in August, topo map included, first-come. I hunt without it. Corn on a gated road is a crowd, not a secret.
Do I need a Maine license?
Only if you stand in Maine. Evans Notch and Caribou-Speckled are the usual way people do it by accident. Buy the license for the state under your boots.
Where should I stay for a first trip?
Lincoln or Plymouth if you picked Pemi/Westside. Conway or North Conway if you picked Saco/Sandwich. Gorham if you picked Androscoggin/Kilkenny. Match the town to the MVUM. That is the whole decision.
