Buy the stamps before you book Elkins
I have watched people roll into a Gauley District pull-off with a Pennsylvania or Ohio license in the console because the ridge “looks the same.” West Virginia does not care. You need West Virginia class licenses and the right deer stamps to hang a deer on West Virginia dirt, including Monongahela and the West Virginia slice of George Washington and Jefferson. A Ohio deer permit or a Kentucky deer permit does not work one ridge over the line.

Step 1: Hunter education
If you were born on or after January 1, 1975, WVDNR will not sell a base hunting license until you show hunter education. That is in the digest and on the hunter education page. Free in-person classes run about 12 hours. Approved online courses still need a Register-Ed hands-on and written exam — the voucher is not a license. Bring the card. The clerk cannot “look you up in Ohio.” Course notes: what a hunter education course is actually like.
Never taken it, and you have never held a base hunting license? Buy apprentice (AH / AHJ / AAH / AAHJ). You still buy the stamps and hunt under a licensed adult. If you have ever held a base license, apprentice is closed. Lifetime licenses bought before age 15 still need the course before you hunt alone.
Step 2: Resident or not
Residency is not a Marlinton cabin. Class A requires domicile in West Virginia for 30 consecutive days immediately before you apply — W.Va. Code §20-2-42a. An Ohio driver’s license with a Tucker County camp is a nonresident. A nonresident who owns Marion County ground still buys nonresident. That is on the WVDNR license FAQ.
Nonresident deer hunting is over the counter in a normal year. Last checked September 8, 2026 on the 2026–27 fee pages: resident adult Class A plus conservation stamp sits in the mid-$20s; Class X sportsman sits in the mid-$30s. Nonresident Class E plus CS/LE sits around $130 before archery, muzzleloader, Class I, or extra deer. Agent issuing fees and a $2 WVhunt.com fee sit on top. Confirm the current line the week you buy. Step 3: What goes in the cart
Think in class letters. West Virginia does not sell a Michigan-style deer license that covers every weapon.
- Resident Class A + Class CS — hunting and trapping plus the conservation stamp. That stack tags one antlered deer in buck firearms season. Archery and muzzleloader need Class BG on top of A.
- Resident Class X (sportsman) — the honest default if you will bow and gun. It includes conservation, Class A, fishing, and the big-game stamp. Class XP adds trout. Junior is Class XJ (15–17).
- Nonresident Class E + Class CS/LE — gun-buck only, same as resident Class A. Archery and crossbow add Class UU. Muzzleloader adds Class VV. Extra deer are RRB / RRG / RRM. National forest adds Class I. Class H is a six-day small-game ticket. It will not tag a deer.
- Antlerless Class N or NN — one deer per stamp. Limited areas also need the eligibility card from the lottery. Class DT (life-threatening condition, under 21) skips the extra stamps; everyone else does not.
Resident landowners hunting their own West Virginia ground can skip the base license on that ground. They still tag and game-check. A lease is not a landowner. Active-duty West Virginia residents on leave carry leave papers in lieu of the base license; extra stamps still apply.
Step 4: When it goes on sale — and when extra stamps die
Licenses are a calendar year. WVDNR’s January 2026 reminder was blunt: 2025 papers expired December 31. If you wait until the Friday before the November gun opener, you will still get Class A, Class X, or Class E in a normal year. The part that disappears is a limited Class N card, a state-park slot, and any bonus stamp you did not buy before that season’s opener.
Class RB / RRB (extra archery) must be in the cart before statewide archery opens — 11:59 p.m. the night before, per the RB/RRB stamp guide. Class RG / RRG must be bought before buck firearms. Class RM / RRM before muzzleloader. After the opener, that extra deer is gone for the year.
The 2026 limited antlerless lottery — including national forest in Nicholas, Pocahontas, and Randolph — closed September 4. The 2026 state-park hunts closed August 31. Next year’s windows will be posted on the lottery hunts page. I am not inventing a 2027 deadline. A drawn card is not a license. You still buy the base license and the Class N or NN stamp.
How you carry it, tag it, and report it
Buy on WVhunt.com, then Print Active License. Carry the license, a state-issued photo ID, and hunter-ed proof if you were born 1975 or later. Electronically check at WVhunt.com or 1-844-WVCHECK within 72 hours of harvest, or 24 hours after the season ends, whichever comes first. Write the 13-digit confirmation on the tag. CWD is not a license, but it will ruin the drive home. Containment-area carcass rules cover Berkeley, Grant, Hampshire, Hardy, Jefferson, Mineral, and Morgan. Public land does not need a second deer license — except Class I and the lottery card
Monongahela, Coopers Rock, and most WMAs take the same West Virginia class licenses. Nonresidents add Class I ($2 on the 2026–27 sheet) on national forest. Residents do not. Youth and first-timers
Resident kids under 15 hunt without a hunting license if a licensed adult stays near enough to help. The 2026–27 fee pages still want Class N for antlerless and extra-deer stamps for a second deer. Ages 15–17 buy Class XJ. Every nonresident needs a license, including a 14-year-old; Class XXJ (8–17) plus CS/LE covers one archery deer, one gun buck, and one muzzleloader deer. Common ways this goes wrong
- Buying Class A and walking into an archery stand with no Class BG — or buying Class E and skipping Class UU.
- A Pennsylvania, Ohio, Virginia, or Kentucky license on West Virginia dirt because the ridge continues across the line.
- A Class H six-day small-game license used as a deer tag.
- Waiting until opening morning to buy Class RB, RG, or RM.
- Class N on a limited national-forest tract with no eligibility card, or a nonresident skipping Class I on the Monongahela.
- Moving the deer before the field tag, then missing the 72-hour check.
