Buy the tag before you book the motel
I have watched people roll into Coshocton with a Pennsylvania or Indiana license in the console because the farm woodlot “looks the same.” Ohio does not care. You need an Ohio hunting license and an Ohio deer permit to hang a deer on Ohio dirt, including Wayne National Forest, Woodbury Wildlife Area, and a Cincinnati park grid. Step 1: Hunter education
Ohio is not Michigan’s 1960 cutoff and not Indiana’s 1986 cutoff. First-time hunting-license buyers, except apprentice buyers, have to finish hunter education before the cart will sell a regular license. ODNR will take a previously held hunting license, a hunter-education certificate from any state, or a sworn statement from someone 21 or older that they previously held a legal hunting license. Bring the card or the number. Instructor-led courses and an online path exist; the digest currently lists online for residents 12 and older. Register through ODNR hunter education. An apprentice license does not later count as “I already had a hunting license.”
Step 2: Resident or not
Residency is not a Coshocton cabin. ODNR’s test is six consecutive months in Ohio, or a full-time student enrolled at an Ohio college or university who lives in Ohio at the time of purchase. Everyone else is a nonresident. Official wording: licenses and permits.
Nonresident deer hunting is sold over the counter in a normal year. That is why a lot of us hunt Ohio in January instead of drawing Illinois leftover. It is also why the bill hurts. Last checked September 8, 2026 on the ODNR licenses page: resident adult hunting license plus either-sex sits in the low $50s ($19 + $31.20). Nonresident adult hunting plus either-sex sits in the high $300s ($180.96 + $218.40), before a $15 deer-management permit. Digest prices include the writing fee; statute is $18 / $174 and $30 / $210 on ORC 1533.10 and ORC 1533.11. Confirm the current line the week you buy. Reciprocal-state residents may pay the resident hunting-license rate; the deer permit is still the nonresident line. I am not inventing which states sit on that list this week. The 3-day tourist license is small game only. It will not tag a deer.
Step 3: What goes in the cart
Ohio is two layers, not Indiana’s “the deer license is the whole ticket”:
- Hunting license — resident, nonresident, youth (17 and under), senior, apprentice, multi-year, or lifetime. Every hunter, regardless of age, has to carry one unless they are honestly exempt. A landowner exemption on your own Ohio ground is not a license to hunt the neighbor’s beans.
- Either-sex deer permit — antlered or antlerless, any open deer season, including controlled hunts. Valid statewide Sept. 26, 2026, through Feb. 7, 2027. Inside the Disease Surveillance Area it is valid from Sept. 12. Buy one for each deer you intend to take that way, up to the bag.
- Deer-management permit — $15, antlerless only, resident and nonresident. For 2026–27 the digest says these run the whole deer season on private and public land, not the old mid-December cutoff. Still only antlerless. Still one antlered deer for the year.
Resident landowners (and listed family) hunting land they own are exempt from the hunting license, either-sex permit, and deer-management permit. Qualifying tenants have their own exemption. Active-duty members on leave or furlough skip the hunting license; they still need the deer permit. A lease does not make you a landowner. Step 4: When it goes on sale
The license year starts March 1. If you wait until the Friday before the November gun opener, you will still get a resident or nonresident hunting license and either-sex permit in a normal year. The part that disappears is a controlled-hunt slot, a city bow-hunt roster, or a nature-preserve draw. Applicants need a current hunting license; deer-hunt applicants also need a deer permit when they apply. Confirm this year’s window and fee on that page.
How you carry it, tag it, and report it
HuntFish OH and a printed copy are both legal. I still screenshot the license and keep the deer permit where I can write on it with gloves on. Immediately on the kill, and before you move the deer, fill in the date, time, and county of kill on the permit. Submitting through HuntFish OH counts. Finish game check and get a confirmation code by noon the day after the kill. Last day of a season: 11:30 p.m. the same day. Public land does not need a second deer license
Wayne National Forest, Woodbury, Shawnee State Forest, Zaleski, and the wildlife areas take the same Ohio hunting license and deer permit. There is no extra Forest Service hunting stamp. The two-antlerless public cap is statewide across listed public hunting areas, not per property. A few DSA wildlife areas are digest exemptions — read this year’s list. Urban hunts are a city permit on top of the state papers
Ohio does not sell a statewide “urban deer license.” Columbus, Cleveland, and Cincinnati suburbs still hunt on the same hunting license and either-sex or management permit. What extra is local: a city or metro-park program. Cincinnati Parks runs a controlled bow hunt with its own registration and qualification dates. Oxford, Medina, and other towns issue municipal archery permits. Those rosters fill. A state either-sex permit does not punch you onto a city grid. Discharge ordinances still apply. Youth and first-timers
Youth hunting licenses (17 and under) are priced the same for residents and nonresidents. Youth gun is Nov. 21–22, 2026, and those deer count toward the bag. Hunters 15 and younger, and anyone on an apprentice license, have to be accompanied by a licensed hunter 21 or older (unaided sight and hearing, no more than two apprentices). Buying apprentice year after year does not skip hunter ed forever if you want a regular license.
Common ways this goes wrong
- Buying only the hunting license and skipping the deer permit — or using a 3-day tourist license as a deer tag.
- A Pennsylvania, Indiana, or Kentucky license on Ohio dirt because “it’s the same woods.”
- Using a deer-management permit as a buck tag, or a third antlerless off public land after two public does.
- A city bow hunt with only the state papers in the truck.
- A phone photo of the permit instead of filling date, time, and county — then missing noon game-check.
- Claiming the landowner exemption on a lease.
