Who this forest is for
If you want 1.8 million acres of Appalachian hardwood, fire roads, and a legal deer you earned on your legs, hunt George Washington and Jefferson and accept two weeks of gun, either-sex days that can be a single Saturday, and a pack-out that is actually steep.
If you need a freezer filled by Saturday night, do not start here. Hunt a Piedmont WMA or private land east of the Blue Ridge on a real either-sex day, then come west when you want the woods trip.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I still split time between a 65-acre lease in Pike County, Illinois and public dirt in the Missouri Ozarks. The first time I drove I-81 with a deer tag I made the tourist mistake: I treated Skyline Drive like a scouting loop and then tried to hunt the next drainage at daylight. That drainage was Shenandoah National Park. Closed. The Forest Service dirt starts when the Park and the Parkway stop. Elevations on this Forest run from 515 feet along the South Fork of the Shenandoah to 5,729 feet at Mount Rogers. That is not a trivia line. It is why a Massanutten bench and a Mount Rogers bald are different hunts.
This is not a cornfield. It is not Ottawa swamp edges and it is not Allegheny plateau cherry. It is two forests under one Roanoke office, 23 wildernesses totaling 139,461 acres, 325 miles of Appalachian Trail, and about 1,700 miles of open roads that fill at 4:30 a.m. on November 14. What follows is how I would actually spend three days on this Forest.
Two forests. Pick a district before you pick a motel.
George Washington is the northern block: Massanutten, Shenandoah Mountain, the Allegheny Front, Bath and Highland high country. Jefferson is the southern block: New River country, Mount Rogers, the Clinch. They share one Supervisor’s Office. They do not hunt the same.
Lee Ranger District (Edinburg). Northern George Washington. Frederick, Shenandoah, Warren, Page, and Hardy/Hampshire in West Virginia. Massanutten sits between the forks of the Shenandoah. DMA1 overlays Clarke, Frederick, Shenandoah, and Warren — 83 of Virginia’s 126 CWD positives in 2025–26 sat in this cluster, 60 of them in Frederick. Stay in Winchester if you want I-81 and a processor. Stay in Harrisonburg if you also want North River dirt.
North River (Harrisonburg). Augusta, Highland, Rockingham, and a slice of Pendleton, West Virginia. Ramseys Draft Wilderness (6,518 acres) is the roadless sit people talk about and then skip when the last mile is wet. High country. Grocery and rooms in Harrisonburg. October foliage rates; book early.
James River and Warm Springs (Hot Springs). Bath and Alleghany. Lake Moomaw, Gathright WMA next door, Rough Mountain Wilderness (9,300 acres). These are antler-point counties: if you kill two antlered bucks in a license year in Alleghany, Bath, Highland, or Rockbridge, at least one must have four points, one inch or longer, on one side. The district office is offering permits only Wednesday through Friday this year — call 540-839-2521 before you drive to 422 Forestry Road for a piece of paper. Bolar Mountain’s Twin Ridge Road is posted closed on the Forest alert list; I do not argue with a gate.
Glenwood-Pedlar (Natural Bridge Station). Amherst, Bedford, Botetourt, Nelson, Rockbridge. National Forest in Amherst, Bedford, and Nelson is managed like west-of-Blue-Ridge ground even though those counties sit east of the ridge: two-week gun, west bag, Forest either-sex. James River Face, The Priest, Three Ridges, Thunder Ridge. The Blue Ridge Parkway is not huntable. You may park in a safe pull-out and walk a direct line onto Forest land; you may not hunt the Parkway, and tracking onto Parkway dirt needs a phone call. Shenandoah National Park is the same trap farther north — Skyline Drive overlooks are not a scouting loop you hunt at daylight.
Eastern Divide (Blacksburg). Bland, Botetourt, Craig, Giles, Montgomery, Pulaski, Roanoke, Wythe, and Monroe in West Virginia. Mountain Lake Wilderness is 16,511 acres — the largest Wilderness on this Forest — across Craig, Giles, and Monroe. DMA3 and DMA4 sit on this end. Bland, Wythe, and several neighbors are on the November 14, 2026 mandatory CWD sampling list. Stay in Blacksburg if you want grocery and a highway recovery.
Clinch (Norton). Dickenson, Lee, Scott, Wise. Firearms on National Forest here is antlered only — no either-sex Saturday, no “I’ll just shoot a doe on the opener.” Elk restoration counties are next door; that is a different lottery and a year-round feeding ban. Coalfields PALS is about 30,000 acres of leased timber with an $18 PALS permit, not a Forest hunt. Do not mix the maps.
Mount Rogers National Recreation Area (Marion). About 140,000 acres. Mount Rogers is 5,729 feet. High balds, spruce, Grayson Highlands State Park with its own two-week window and a November 28 either-sex day. Grindstone Campground and parking are closed for 2026 — do not plan a camp-and-hunt there. Wild ponies on the balds are a Saturday circus, not a deer sit.
The Forest lists 40 tree species, 2,200 miles of trail, and nearly 3 million recreation visits a year. That last number is the pressure map. I treat a white-blazed Appalachian Trail tread like a road.
Terrain: how deer actually use these ridges
These deer live on long linear ridges cut by steep hollows, not on a Midwest grid. Massanutten is a wall between the North and South Forks of the Shenandoah, with Forest on the flanks and private inholdings in the gaps. The Blue Ridge is a face: you climb, you sit a bench, you watch thermals dump into the James or the Pedlar. Mount Rogers is high balds and spruce that hold deer in oak pockets below the tourist grass. Same species. Three maps.
I hunt travel that has a reason. On Massanutten that is the first laurel edge off a fire road where a bench pinches against a shale cut. On Glenwood-Pedlar it is the leeward third of a Blue Ridge face, 40 to 80 feet below the rim, so I am not skylined and my scent is not pouring into the only trail. On Mount Rogers I stay off the bald and hunt the hardwood pocket a drainage over from the pony trail. I do not sit an oak flat I can see from a developed recreation parking lot. Forest and federal rule: do not shoot within 150 yards of a building, campsite, developed recreation site, or occupied area, and do not shoot across a road or a body of water. Hunting is not permitted in designated campgrounds or developed recreation areas. That is also a map of where people cluster.
Creek bottoms look like travel. On this Forest they are also how day hikers, AT through-hikers, and opening-morning trucks move. I only sit a bottom when I can be 10 to 30 feet above it and dump scent into a cliff, a river, or a posted inholding I will not cross. Red paint and posted signs win. I do not guess at a paint color in the dark. The Ozarks taught me that lesson on checkerboard dirt; GW-Jefferson just writes it in Appalachian shale.
Food is mast and browse. A single hot white oak will pile deer until the caps go stale, then they spread into mixed hardwoods, pine benches, and the edge of an old cut. If acorns are everywhere I hunt cover. If they are spotty I hunt the fresh caps. That mast problem is the same one on the Appalachian national forest comparison. Habitat notes: deer habitat.
Access, parking, and opening weekend
Download the Motor Vehicle Use Map for the district you are hunting. A two-track that looks open on a phone basemap can be gated, seasonal, or a private driveway. Opening and closing of seasonal roads vary by ranger district. No cross-country motor travel. ATVs and OHVs stay on designated Forest roads and trails — Peters Mill Run/Taskers Gap in Shenandoah County and South Pedlar in Amherst County need their own recreation permits, and those trails are pressure, not a secret.
November 14, 2026 is the statewide firearms opener. On this Forest, gun is generally over by November 28. Two Saturdays. That is the whole modern-gun hunt, which is the part that still surprises people coming from Piedmont private land that runs into January. I park where the lot does not already look like a boat ramp, and I make the last 200 yards the part that grabs your coat — laurel, shale, a wilderness boundary. 0.6 to 1.5 miles is the band that starts to matter. If the walk starts at an Appalachian Trail trailhead, a Parkway overlook, or a lake recreation lot, I add distance on purpose. Portable tree stands only. No nails, bolts, or cutting limbs to “improve” a tree. Stands left unoccupied for an extended period are prohibited. No permanent structures. I run a hang-on and sticks because that is what the rule allows and because I need to move when a fire road fills up.

Target shooting is not a gravel-pit hobby here. The Forest allows recreational shooting only at established ranges — Bath County, Blacksburg, Hite Hollow, Low Moor, Potts Slope, West Side, Wythe. Firearms in the woods are for hunting during an open season. I sight in at a named range or at home. I do not punch paper off a Forest two-track.
Wind and thermals on a Blue Ridge face
A forecast of “west 6 mph” in Harrisonburg is not the wind on a Blue Ridge face at 6:40 a.m. At first light the cold air is still falling. After the sun hits shale, it starts crawling up. Midday it swirls on the lip. I sit lower in the morning so a crosswind dumps into a hollow, and I sit higher in the evening so falling air carries me off the travel line. If the swirl is switching every few minutes I leave the bedding tree and still-hunt damp leaves, or I pick a bench where a bad puff hits a cliff or the James, not a laurel thicket.
Ridge-and-Valley country — Massanutten, Shenandoah Mountain — funnels wind the length of the valley, so a “good” west wind can still perfume two miles of hollow. Blue Ridge faces dump harder and reverse faster. Mount Rogers balds can be a different weather system than the Marion grocery store. When I want the physics refresher I reread do deer move in the wind, then I still pick the leeward third. Rain is a reason to hunt. Wet leaves cover access. Timing sits is deer feeding times, then the district’s mast, not a moon chart.
Season notes versus the rest of Virginia
Do not copy the whole state table onto this page. The 2026–27 archery window, county either-sex days east of the ridge, Earn a Buck, and urban archery stay on the Virginia guide. What changes on GW-Jefferson:
- Firearms is two weeks — November 14–28 on National Forest in the listed counties. Private land in the same county can run into December or January. If you hunt the Forest with a bow or a muzzleloader during those two weeks, you follow firearms either-sex days and you wear blaze orange or blaze pink.
- Either-sex is stingy. Most Forest counties get November 28 only. Bland, Craig, Giles, and Wythe get a short list of Saturdays. Dickenson, Lee, Scott, and Wise National Forest: antlered deer only. Missing the last Saturday because you are tired is how you eat tag soup with a freezer tag you never used.
- Early muzzleloader on Forest land west of the Blue Ridge is antlered only (October 31–November 13), except the youth/apprentice antlerless exception. Private land in Augusta or Frederick can be full-season either-sex in that same window. Do not bring a private-land screenshot onto a Forest sit.
- Late archery on Forest land west of the Blue Ridge runs November 29 through January 2. That is the quiet hunt after the two-week gun crowd goes home. Late muzzleloader either-sex on Forest land west of the ridge is January 2 only.
- One deer per day on National Forest and DWR lands. West-of-ridge bag is two a day / five a year on private; the Forest still caps you at one a day. Bonus antlerless permits are not valid on National Forest.
- Baiting is banned. Hunting over bait is illegal statewide. Feeding deer is banned September 1 through the first Saturday in January, during any open deer or elk season, and year-round in CWD-buffer and elk-zone counties. Natural deer urine attractants are illegal. I skipped the $400 ozone box years ago. It did not fix a south wind on a Shenandoah bench.
- No deer dogs west of the Blue Ridge, on Sunday, during archery and muzzleloader, or on Youth/Apprentice Weekend. A leashed tracking dog after a hit is legal statewide if you have permission on the land you search. Sunday hunting itself is legal except within 200 yards of a house of worship.
- CWD sits on both ends of the Forest. DMA1 is the old northern core. DMA2 now includes Rockingham and Page. DMA3 covers Montgomery, Roanoke, Wythe, and neighbors. DMA4 is Bland, Smyth, and Tazewell. If you kill a deer in Bland, Grayson, Patrick, Shenandoah, Smyth, Tazewell, or Wythe on Saturday, November 14, 2026, you must take it to a DWR-staffed sampling station or a voluntary refrigerator station. Head plus 3–4 inches of neck. Do not haul a DMA carcass to the Verona or Forest regional freezers — those are for deer harvested outside a DMA. Hunter orange or blaze pink is required during firearms deer season: hat or upper body visible 360°, or 100 square inches at shoulder level. Muzzleloader hunters wear it except when in a tree stand or other stationary location. Notch the tag at the kill site, then report upon vehicle transport or at the end of legal hours, whichever comes first: GoOutdoorsVA app, GoOutdoorsVirginia.com, or 866-GOT-GAME. That is not a 48-hour grace period.
Where to sit without dropping a pin
I will not give you a GPS coordinate. I will give you spot types you can repeat after you look at the MVUM and the paint.
Massanutten or Shenandoah Mountain bench, downhill of the fire road. 400 to 900 yards. Sit 20 to 40 yards off the bench on the downhill side so scent dumps below the travel line, not into the next truck’s parking spot.
Blue Ridge face, second saddle. The first gap off a Parkway-adjacent lot is a deer crossing and a hiker crossing. I want the next one, with laurel or a cliff that makes people groan. Rut sit. Light grunt. A rattling concert on the AT corridor calls in orange.
Gun-week hide, first nasty cut off easy access. When shots start after 7:00 a.m. on November 14, deer leave the oak flat you can see from the road. Sit the downwind edge of that cut, 40 to 120 yards off, not in the middle of it.
Wilderness edge, not the trail register. Mountain Lake (16,511 acres), Saint Mary’s (9,835), Ramseys Draft (6,518), James River Face. No motors. Group size ten. If you shoot deep, you are quartering. I hunt the timber edge 0.6 to 1.5 miles off the lot, not the first white-blaze junction every through-hiker photographs.
Clinch interior on an antlered-only day. Same benches, no doe tag to lean on. Decide at the motel in Norton if you are here for a legal buck or you should have booked Marion.

If you are not hunting
The same land is a trip if the wind dies or you brought family. Mount Rogers and the high balds are the southwest rainy-day plan — spruce, views, ponies, not a deer sit while Grindstone is closed. Sherando Lake and the Massanutten visitor side are the Valley plan. Lake Moomaw is the Bath County boat-and-fish option; check the Bolar alert before you assume a road is open. The Appalachian Trail is the long walk; 325 miles of it cross this Forest. Crabtree Falls and Dragon’s Tooth are the photo stops people actually drive to. Hikers, OHV riders, Parkway tourists, and opening-weekend trucks are all users. Hunt like you share it, because you do.
Where to stay, ice, and the meat pole
Pick a base for the district you are actually hunting. Drive time to the parking area, a grocery that is open after dark, and a processor matters more than a pretty lobby. Cabins and motels both work. I want late checkout on opening morning and a place I can hang wet clothes. Ice is a town problem — buy it the night before. Call a processor before you shoot. Ask if they take CWD-area deer, and when you can actually pick up meat. In a DMA I assume I am deboning in the field unless a staffed station says otherwise. Nonresidents: read planning an out-of-state deer hunt before you book a cabin around November 14. You still need the hunting license, deer/turkey license, and the $4 National Forest Permit.
Harrisonburg, VA — North River District, Massanutten south, DMA2-edge hunts. Grocery, rooms, processor. October foliage rates; book early.
Winchester, VA — Lee District north, DMA1 (Frederick / Clarke / Warren). Northern mountains without a Bath County cabin. CWD sampling is part of the plan.
Lexington, VA — Glenwood-Pedlar, Goshen, Short Hills, Rockbridge. Quieter than Harrisonburg. Cook in the cabin. APR county if you are hunting two bucks.
Hot Springs, VA — Warm Springs / James River, Lake Moomaw, Bath high country. Smaller town; plan groceries. Confirm the district office is open if you need a permit in person.
Blacksburg, VA — Eastern Divide, Mountain Lake country, I-81 if a Giles gravel road turns into a recovery. DMA3 is next door.
Marion, VA — Mount Rogers NRA office is on Highway 16. Closer to the balds than Abingdon is. DMA4 is the next county over.
Dragging a deer straight up a Blue Ridge face is how you quit hunting at 10 a.m. I side-hill to a ridge road even if it adds a third of a mile, and I already know whether I am quartering before I climb. I process my own deer in the garage — my uncle was a butcher — and I still call a shop when I am more than a mile in on Mountain Lake or Saint Mary’s. Field work is how to field dress a deer. If this Forest is slammed
If every fire-road pull-off has a truck at 5 a.m., I do not drive home. I go to a nastier access on the same district, I hunt a wilderness edge and accept the pack-out, or I slide to a mountain WMA with the same two-week gun window — Goshen, Gathright, Highland, Clinch Mountain, Little North Mountain, Hidden Valley, Short Hills, Big Survey. Those WMAs are named on the Virginia page. I do not invent a secret tract. If I need deer on the ground, I leave the Forest and hunt a Piedmont WMA on a weekday either-sex day — that plan is on the state page, not here.
Neighboring states we already cover: West Virginia (Monongahela is named there; no live WorldDeer unit URL yet), Kentucky and its Daniel Boone child, Tennessee (Cherokee is named there), North Carolina (Pisgah and Nantahala are named there). Those are other trips, not a same-morning backup from Harrisonburg. Pennsylvania’s Allegheny is the next-ridge public-land overnight if you are building a multi-state year.
Wildlife that actually lives here
Black bears use this Forest. Virginia runs a bear season on much of this ground; chase-with-dogs rules are tighter than people assume, and Sunday dog hunting for bear is illegal. I hang food, I do not leave gut piles at a trailhead, and I do not pretend a snapped stick is always a deer. Bobcat, turkey, and squirrel are the other Forest-listed game you will actually see. Bald eagles show up around Lake Moomaw and the bigger river gaps.
Elk are a southwest-Virginia restoration story in Buchanan, Dickenson, and Wise. You may hear a rumor on the Clinch. That is not your deer tag. Wild ponies on Mount Rogers and Grayson Highlands are a tourist draw; I do not hunt a bald on a Saturday in October and then complain about people. I am here for white-tailed deer.
FAQ
Do I need a draw tag to hunt deer on George Washington and Jefferson National Forests?
No. A Virginia hunting license plus a deer/turkey license plus the $4 National Forest Permit covers Forest deer hunting under the county’s Forest row. Add archery or muzzleloading licenses for those designated seasons. Bonus antlerless tags do not work here. Elk is the draw. Some overlapping WMAs have extra sheets — read the current public-lands guide.
When is firearm deer season on the Forest?
Generally November 14–28. Either-sex is often November 28 only. Dickenson, Lee, Scott, and Wise National Forest: antlered only. Confirm your county row on the DWR deer page, last checked September 7, 2026.
Can I hunt Shenandoah National Park or the Blue Ridge Parkway?
No. National Parks in Virginia, including Shenandoah and Parkway lands, are closed to hunting. GW-Jefferson is Forest Service land next to those parks. Park at a safe Parkway pull-out only to walk a direct line onto Forest that is open; do not hunt the Parkway.
Is baiting legal on the Forest?
No. Not corn, not minerals, not a “just this once” pile, and not natural deer urine. Statewide baiting and feeding rules apply. Private land outside the proclamation boundary is a different conversation and is not this hunt.
How far do I need to walk?
I start taking it seriously at about 0.6 miles, and I feel better at 1.0 to 1.5 miles if the last stretch is steep or thick. Easy AT or fire-road walking does not count as distance. If the walk is pleasant the whole way, expect company.
What about CWD if I kill a deer in Shenandoah, Bland, or Wythe?
Plan the head and the cooler before you shoot. Mandatory sampling applies November 14, 2026 in Bland, Grayson, Patrick, Shenandoah, Smyth, Tazewell, and Wythe. Head plus 3–4 inches of neck. Can I hunt Sunday?
Yes, on statewide deer seasons, including National Forest, except within 200 yards of a house of worship. You may not hunt deer or bear with dogs on Sunday. Wear blaze if a gun deer season is open that day.

If you pick a district, hunt a bench or a laurel edge off the easy fire road, stay off Shenandoah National Park and the Parkway, and keep a grocery and a processor in the same town as your pillow, this Forest will give you a shot. When it does, wait on the hit, side-hill the deer, and do not skip the last Saturday if you still need an either-sex day.
