Who this forest is for
If you want mixed mule and whitetail country you can reach from McCall, a legal deer you earned on your legs, and a tag you picked on purpose, hunt Payette and accept fewer deer per hour than a Panhandle alder swamp and a longer pack-out than a Boise two-track.
If you need a freezer filled by Saturday night, do not start here. Buy a White-tailed tag and hunt a weekday in the north, or hunt Unit 39 midweek if that is the mule trip you actually tagged. Those plans live on the Idaho guide, not on this Forest’s easy gravel.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I still split time between a 65-acre lease in Pike County, Illinois and public dirt in the Missouri Ozarks. Payette is the Idaho trip I plan when I want glassing and timber in one forest — not a name-swap of Ottawa swamp edges, and not a Unit 39 satellite. The Forest Service owns the dirt. Idaho Fish and Game owns the deer. The woods how-to for any national forest is on hunting national forest land. What follows is how I would actually spend three days here.
Five districts, two deer, not one blob
Pick a district and a species before you pick a motel. The Forest Service’s own about page (last updated May 18, 2026) calls this 2.3 million acres of west-central Idaho, bordered by the Salmon River Canyon on the north and Hells Canyon of the Snake on the west. Peaks run to almost 9,500 feet. Dry grass and ponderosa sit a couple hours from subalpine fir. That is why a Weiser two-track hunt and a Krassel wilderness hunt are not a same-morning backup for each other.
Weiser District (Weiser / Cambridge). Office at 851 East 9th Street, Weiser — Monday and Tuesday, 8 a.m. to 4:30 p.m. with a lunch break, closed federal holidays. Lower, drier, Weiser River and Hells Canyon grass meeting timber. Units 22 and 32A overlap this edge. Unit 22 general mule deer is 2-point or less on at least one side. The Tartar Fire closure (Order 0412-646) is on this district from August 18, 2026 at 6 p.m. through November 30, 2026 at 5 p.m. — NFS roads 007, 010, 019, 024, 025, 151, 164, 190, 322, 330, 334, 422, 473, 675, 679, 1537, 1651, 1713, 1714, 1884 and trails 281, 283, 306. Spring Creek, Paradise, Justrite, and Kiwanis campgrounds are inside that box. Stay in Weiser. Call 208-549-4200 before you assume a two-track is a two-track.
Council District (Council / Seven Devils / Rapid River). Office at 2092 Highway 95, Council — Wednesday through Friday. Seven Devils, Rapid River, and the Idaho side of Hells Canyon Wilderness. Unit 23 is 476,557 acres; Hunt Planner surface management puts 315,124 of those acres (66.1%) in Forest Service, with 11,669 acres of Hells Canyon Wilderness. This is the mixed-species district. Stay in Council if you are hunting west of U.S. 95; McCall if you are hunting the Little Salmon side and you want a grocery after dark.
New Meadows District (New Meadows / Little Salmon). Office at 3674 Highway 95 — listed temporarily closed for walk-ins. Log hauling near Lost Valley Reservoir is running on Forest roads 089, 123, 139, 138, and 946 for the rest of the year. Roads stay open; trucks do not yield because you have a tag. Stay in New Meadows.
McCall District (McCall / Payette Lakes / Lick Creek). Office at 102 West Lake Street — also listed temporarily closed. Payette Lake, Brundage, Lick Creek, Secesh, and the Highway 55 corridor. Unit 24 is the McCall unit: 2025 any-weapon harvest 219 deer for 1,625 hunters, 13% success, 34% of the harvest white-tailed. A described box around town — Highway 55 / Boydstun / West Valley / West Mountain / Cabarton / Farm-To-Market / Elo Road — is short-range weapons only. Stay in McCall. Do not hunt Ponderosa State Park and call it Forest Service.
Krassel District (South Fork Salmon / Big Creek / Frank Church). Same McCall campus, 500 N Mission St, phone 208-634-0600, walk-in listed closed. This is the long-walk mule district: South Fork Salmon, Big Creek, Warren, Stibnite country, Units 19A, 25, 20A, 26. Unit 25 any-weapon in 2025 was 192 deer for 987 hunters, 19% success, 1% white-tailed. Unit 26 was 52 deer for 176 hunters. The Forest Plan puts about 768,000 Payette acres inside the Frank Church–River of No Return Wilderness. Wheels stay on the MVUM. Stay in McCall or Cascade and pack like you will quarter.
District walk-in hours move. I use the offices page the night before, and I buy the visitor map in McCall on a Wednesday if that is when the Supervisor’s Office is actually open.
Terrain: how deer actually use this Forest
Payette deer live in a stacked landscape. The Forest’s animals-and-plants page is the honest vegetation map: ponderosa and Douglas-fir from about 3,500 to 6,000 feet, grand fir and western larch 4,500 to 6,500, lodgepole / Engelmann spruce / subalpine fir 6,500 to 8,000, whitebark pine on the highest ridges above 7,500 feet (listed threatened, December 2022). Mule deer use the open faces, burns, and timber fingers they can glass. Whitetails pile into creek bottoms, alder, and private/forest edges in Units 23 and 24. That is why Unit 23’s 2025 any-weapon harvest was 67% white-tailed — 333 deer for 1,683 hunters, 20% success — and Unit 25 was almost all mule deer.
I do not still-hunt pretty timber all day and hope. I pick one morning sit or glass tight to bedding, and one evening sit or glass on a travel edge, and I only stay there if I can explain why a deer would walk it at 8:10 a.m. Fresh tracks and wet-looking droppings beat last year’s rubs. When I time movement I check deer feeding times, then I let the district change the food: bitterbrush and high-country forage on mule range, riparian browse and private-edge agriculture on the Little Salmon and Weiser.
Here is what I actually hunt:
- A saddle or timber finger dumping into a burn or a grass park I can glass without skylining.
- The first nasty cover edge 400 to 900 yards off Lick Creek or Warren Wagon, last 200 yards steep or thick.
- A creek-bottom travel line in Unit 23 timber — on a White-tailed tag, not a Regular tag I am saving for a mule buck.
- The leeward third of a face when the wind is up, not the ridge-top two-track everyone else parked on.
The pretty oak or fir flat 80 yards off Highway 55 is a postcard. It is also a human highway. Habitat notes that keep me from hunting empty timber: deer habitat.
Burns matter here in a way they do not in the Ozarks. IDFG’s 2026 outlook says Units 22, 32, and 32A are still climbing out of the 2024 Lava, Paddock, and Limepoint fires. Hunt the green edge of a scar, not a rehab crew, and not Big Flat Campground — that site is closed for reconstruction after the Lava Fire. The Tartar Fire is a Weiser District closure, not a rumor. Check Forest alerts and InciWeb the night before.
Access, parking, and opening weekend
Download the Motor Vehicle Use Map for the district you are hunting. The Forest’s maps page is blunt: if a road is not on the MVUM, it is not open to your truck, even if last year’s app painted it green. I load the current MVUM in Avenza and I still carry a visitor map because the MVUM has no topo. Start at Payette maps and guides.
October 10 is Idaho’s any-weapon opener in the McCall Zone. Every pull-off on Lick Creek, Warren Wagon, and West Mountain will have a truck in it. I treat it like opening-day public land anywhere: park where it looks slightly wrong, walk past the first decent sign, and I want the last 200 yards steep, thick, or gated. 0.6 to 1.5 miles is the band that starts to matter on McCall District. Krassel and Frank Church are a different sport — if you shoot deep you are quartering. That pack-out style is closer to Montana wilderness deer hunting than to a Midwest hang-on sit.
Inholdings will ruin a day. Unit 24 Hunt Planner surface management is only 43% Forest Service; the rest is private, state, and Reclamation around the lakes. Yellow paint and a mailbox are not “probably public.” I do not thread a boundary for a 40-yard shot. Access Yes! is Idaho’s walk-in program on private land. It is not national forest. Verify the current map. Motorized hunting rules lock Units 32 and 32A from Aug. 30 to Nov. 14 — full-size-road travel only while you are hunting big game. That is in addition to the MVUM.
Stands are portable. Forest Service rule is the same 150-yard discharge buffer as the rest of the system — no shooting within 150 yards of a developed rec site, residence, or occupied area, and no shooting across a Forest Service road or water. I run a hang-on and sticks in timber because I need to move when a two-track fills up. On mule ridges I leave the stand in the truck and glass.

Wind and thermals on canyons
A weather app that says “west 6 mph” is lying to you in a South Fork holler. Morning thermals dump downhill at dawn. Evening thermals climb when the sun hits. Midday they swirl at every canyon lip. I glass from above at first light with a crosswind that dumps into a cut, and I hunt higher in the evening so falling air carries scent off the travel line. If the wind is switching every three minutes, I do not force a tree. I still-hunt damp needles or I sit a bench where a bad swirl hits a canyon wall, not a bedding thicket.
I wasted money on a $400 ozone gadget that made zero difference on an open face. A $250 used spotting scope has killed more mule deer for me than any scent toy. That is the same thermal problem as a Boise ridge, just with more timber on the McCall side — and the same wind lesson as do deer move in the wind. Rain is a reason to hunt timber, not a reason to sit in town. Wet needles cover access.
Season notes versus the rest of Idaho
Do not copy the whole state table onto this page. The 2026 Regular vs White-tailed tag math, nonresident 15,500-tag draw, resident cost band, baiting ban, Sunday hunting, and hunter-orange policy live on the Idaho guide. What changes on Payette:
- McCall Zone Regular tag (Units 19A, 23, 24, 25): any-weapon Oct. 10–31. Antlerless on the Regular tag is youth-only in 19A, 24, and 25. In Unit 23, Regular-tag antlerless is white-tailed deer only. Youth hunting mule deer on a Regular tag in Unit 23 are restricted to antlered deer.
- White-tailed tag in Units 23 and 24: any-weapon Oct. 10–Nov. 20, either sex. That is the November hunt. Archery is Aug. 30–Sep. 30 with an archery permit.
- Unit 22: Regular any-weapon Oct. 10–24, 2-point or less. Do not bring a 4×4 expectation onto a 2-point general.
- Units 32 / 32A: Regular any-weapon Oct. 10–24. Motorized Hunting Rule Aug. 30–Nov. 14. 32A antlerless on the Regular tag is white-tailed only.
- Backcountry Units 20A, 26: antlered Sep. 15–Oct. 31, no general antlerless. Second deer tags cannot be used in 16A, 17, 19, and 20.
- CWD: Unit 23 deer — mule or whitetail — need a head or lymph-node sample within 10 days. It is not a CWD Management Zone, so carcass transport rules from Units 14/18 do not apply. Where to sit without dropping a pin
I am not publishing a GPS coordinate. I am publishing a decision.
Lick Creek / Secesh mule glass. Get above them at first light. If you can glass the basin from the truck, hunt a different angle. Walk until the last 200 yards are ugly.
Unit 23 timber, White-tailed tag, weekday. Creek-bottom edges and the nasty regen other people skip. Firearm week here is a drive whether you signed up for one or not. I sit the downwind side of the push. This is the closest Payette gets to a Midwest still-hunt, which is why I do not treat it like north-woods vs farmland corn-country.
West Mountain / Cascade mule, midweek after Oct. 10. Opening Saturday is a parade. Tuesday through Thursday of that first week is the hunt. Stay out of the short-range box unless that is the weapon you brought.
Wilderness edge, not the trail register. Frank Church and the South Fork/Big Creek gateways. No wheels. If you shoot deep, you are quartering. Hunt a drainage over from the popular tread. Stibnite is an industrial project, not a deer pin — stay off posted work roads.

If you are not hunting
The same land is a trip if the wind dies or you brought family. Payette Lake and downtown McCall are the rainy-day town. Brundage is a ski hill with a winter cat-skiing order — do not walk a groomed slope and call it scouting. Burgdorf Hot Springs is a soak, not a trailhead sit. The Seven Devils and Hells Canyon overlooks are for photos. Rapid River is steelhead and Chinook water with its own Forest orders. The South Fork Salmon and Big Creek have float-permit rules inside the wilderness plan. Hikers, paddlers, smokejumpers, and opening-weekend trucks are all users. Hunt like you share it, because you do.
Where to stay, ice, and the meat pole
Pick a base for the district you are actually hunting. Drive time to the parking area, a grocery that is open after dark, and a processor matters more than a pretty lobby. Cabins and motels both work. I want late checkout on opening morning and a place I can hang wet clothes. Ice is a town problem — buy it the night before. Call a processor before you shoot. McCall shops book around the Oct. 10 opener. Ask two questions: are you taking a Unit 23 deer that still needs a CWD sample, and when can I actually pick up meat.
McCall, ID — Payette-side HQ town. Units 23–25, Lick Creek, Krassel access. Grocery, rooms, IDFG subregion office at 555 Deinhard Lane. Quieter than Boise. Cook in the cabin. Unit 23 still needs a CWD sample.
Cascade, ID — South of McCall on Highway 55. Closer to West Mountain, Warm Lake Road, and the Unit 24/25 edge. Smaller town; plan groceries and ice.
New Meadows, ID — Little Salmon and U.S. 95. Shorter drive to Council District timber than McCall is. Lost Valley haul trucks are a daylight problem.
Council, ID — Seven Devils / Rapid River / Unit 23 west of U.S. 95. District office on Highway 95. Services are thinner than McCall.
Weiser, ID — Weiser District and the dry edge. Use it if you are hunting Units 22/32A. Do not book it as a same-morning backup from a McCall sit. Confirm the Tartar Fire map before you drive a closed road.
A straight-up drag off a South Fork face is a medical plan, not a meat plan. I side-hill to a ridge road even if it adds a third of a mile, and I quarter in wilderness. I process my own deer in the garage, taught by my uncle who was a butcher, and I still call a shop when I am 1.1 miles into Krassel. Field work is how to field dress a deer. Shot angles on a sidehill are why I reread shot placement and the after the shot hub before I climb. I gut-shot a doe in 2007, pushed her too early, and never found her. I wait now. Tag it, then report it within 10 days on idfg.idaho.gov/hunt/report. High-country mule deer run lighter than corn-fed Illinois deer, so I size coolers with how much meat from a deer. Highway 55 after dark is deer country; if you clip one, use what to do if you hit a deer.
If this Forest is slammed
If every Lick Creek pull-off has a truck at 5 a.m., I do not drive home. I go to a nastier access on the same district — a gated Krassel spur instead of Warren Wagon, a Unit 23 timber walk instead of a Highway 55 glassing knob, a midweek sit instead of opening Saturday. I do not invent a secret basin. I do not drive a Tartar Fire closed road. Boise National Forest / Unit 39 is the sibling mule hunt an hour-plus south; there is no live WorldDeer Boise Forest URL yet, so I am not inventing one — use the Boise NF hunting page and the Idaho state guide. If I need deer on the ground, I switch the plan to a White-tailed tag in Unit 23 timber on a Tuesday. Wyoming public mule country and Montana wilderness are multi-state backups, not a Saturday hop from McCall. Salmon-Challis does not have a dedicated child URL on this site yet; name it and use the official map.
Wildlife that actually lives here
The Forest lists habitat for about 300 mammal and bird species. Elk will walk a mule ridge — be sure of the target; McCall Zone elk is a different tag. Black bears are common on every district. Mountain lion, moose, bighorn, and mountain goat are here; moose and goat are controlled hunts, not a deer fill. Wolves live in the wilderness units. Chinook, steelhead, and bull trout are why some creeks have their own Forest orders. Hang food. I am here for deer.
FAQ
Do I need a draw tag to hunt deer on Payette National Forest?
Residents: no, not for general seasons. Buy a hunting license and a Regular or White-tailed deer tag after controlled-hunt results post. Nonresidents: 2026 general deer tags go through a draw against a 15,500-tag quota unless a returned tag is still for sale. Controlled hunts are always a draw (May 1–June 5).
Regular deer tag or white-tailed deer tag?
Regular if you might shoot a mule deer — including Unit 25, 22, and most Krassel country. White-tailed if the whole trip is Unit 23/24 timber and you want Oct. 10–Nov. 20. A Regular tag in Unit 23 is a mixed hunt with a short any-weapon window and mandatory CWD sampling.
Is baiting legal on the Forest?
No. Idaho bans baiting deer. Bait is for black bear under a separate permit. Sunday hunting is legal. Hunter orange is not required for deer; I still wear a vest on any-weapon openers.
How far do I need to walk?
On McCall and Council two-tracks I start taking it seriously at about 0.6 miles, and I feel better at 1.0 to 1.5 miles if the last stretch is steep or thick. Easy Highway 55 walking does not count as distance. Krassel and Frank Church are pack-out country. If the walk is pleasant the whole way, expect company.
Can I hunt the Tartar Fire country this fall?
Not inside Order 0412-646 on the Weiser District through November 30, 2026, unless the Forest rescinds it. Confirm on the Tartar Fire closure page. Adjacent green is still a hunt. The scar is not.
Where do I drop a Unit 23 CWD sample?
Head or lymph nodes within 10 days at the McCall IDFG office or a listed freezer/barrel. Unit 23 is not a carcass-transport Management Zone. Do not eat a sick-looking animal. Testing how-to is on get your deer tested.

I am not a guide. I am a public-land hunter who has eaten tag soup in more than one time zone. Pick the species on purpose, hunt fresh sign off the easy access, stay out of the 150-yard rec-site buffer, sample a Unit 23 deer, and keep a grocery and a processor in the same town as your pillow. When a legal deer shows, slow down, make it count, and side-hill it out.
