Pick the species before you pick a ridge.
If you want a November rut hunt, more deer on the ground, and timber still-hunting, buy a white-tailed deer tag and hunt the Panhandle or Clearwater.
If you want glassing, public sage and fir, and a mule deer buck, buy a regular deer tag and hunt south and east of the Salmon — and accept a shorter rifle season and more empty country.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I still split time between a 65-acre Pike County, Illinois lease and public dirt in the Ozarks. Idaho is the trip I plan when I want two different deer on one state’s paperwork: a timber white-tailed deer in the north, and a glassed-up mule deer on a Boise or Upper Snake ridge. A Saturday in Unit 6 alder and a Saturday on a Unit 39 two-track do not feel like the same sport. If you are still choosing a western state, start at deer hunting by state. Idaho sits next to Montana, Wyoming, and Washington.

Species: two deer, two hunts
Idaho is one of the few states where the tag you buy is the hunt you get. A Regular deer tag is valid for mule deer or white-tailed deer unless a unit says otherwise. A White-tailed deer tag is valid for whitetails only — and that is the tag I buy if the plan is a long Panhandle season through the rut. If you grew up on Midwest timber, do not pack a 40-yard treestand plan onto a Unit 39 mule ridge and expect the same shot windows. If you grew up glassing Wyoming sage, do not pack a 400-yard mule setup into Unit 8 alder and expect a lane. The ID comparison lives on mule deer vs whitetail deer.
Elk, moose, and pronghorn are different licenses. Do not confuse an Island Park elk rumor with a deer plan.

Two 2026 changes that actually change a trip: nonresident general deer tags now go through a draw instead of a July dash, and the general-season deer/elk tag exchange deadline is July 31. Unit 73A general deer is muzzleloader or archery only — centerfire rifles are out. Archery and muzzleloader permits are extra. Do not trust a forum screenshot of last year’s unit table.
OTC vs draw, and what it actually costs

Residents: most general deer hunting is over the counter after controlled-hunt results post in early July. Buy a hunting license, pay the access/depredation fee, then pick Regular or White-tailed. The Regular tag is the mule-country tool. The White-tailed tag is how you hunt the long northern seasons without burning a Regular tag on a doe in Unit 8. If you applied for a controlled hunt, you still buy the tag you drew — a $6.25 resident application is not a deer license.
Nonresidents: 2026 is the first year general deer tags are issued by random draw against a 15,500-tag quota. Leftover and returned tags still sell OTC on IDFG’s returned-tag list. Sticker shock is the $185 hunting license plus the $351.75 deer tag, not a $20 Midwest combo. Archery adds $81.75. If leftover nonresident tags remain in early August, residents and nonresidents can buy one as a second tag at the nonresident price — except you cannot use a second deer tag in Units 10, 10A, 12, 16A, 17, 19, and 20. If you are coming from out of state, read planning an out-of-state deer hunt before you book a cabin around the Oct. 10 opener.
Hunter education is required if you were born on or after January 1, 1975, unless you have held a hunting license. Harvest reporting is mandatory within 10 days of harvest, or within 10 days after the season closes if you did not hunt or did not kill. CWD, EHD, baiting, Sundays, and dogs
Chronic wasting disease is not a rumor here. 2026 CWD Management Zones are Units 14, 18, and a portion of Unit 1 in Boundary County east of the Selkirk crest. Whole carcasses of deer, elk, or moose cannot leave those zones. Meat and sampled heads/lymph nodes can. Outside those zones, Units 23, 63A, 64, and 69 still require a deer sample within 10 days, with no extra transport rules. Epizootic hemorrhagic disease hit northern whitetails hard in 2025. IDFG logged about 1,080 suspected mortalities in the Clearwater Region and 386 in the Panhandle, with roughly 72 percent of the Clearwater reports from Units 8 and 8A. Biologists did not shorten 2026 seasons. Those units may take three to five years to rebuild if winters stay mild and EHD stays quiet. Dead deer in creeks after a hot August are EHD, not a reason to skip the rest of the Panhandle.
Baiting deer is illegal. Bait is for black bear under a separate permit. Synthetic liquid scent is carved out of the bait definition; grain, salt, and food piles are not. Sunday hunting is legal. Dogs are not a deer-hunting method. If you run a tracking dog after a hit, read the current wildlife code first. Hunter orange is not required for deer — IDFG only requires it on some pheasant hunts and sponsored youth hunts — but I still wear a vest on any-weapon openers. See the hunter orange policy.
Public land that actually matters
Idaho is green on a map. Most of it is not secret. The useful question is which tracts match the deer you tagged. Destination pages live under Places. - Idaho Panhandle National Forests — about 2.5 million acres of Coeur d’Alene, Kaniksu, and St. Joe country. This is the whitetail trip: cedar, alder, logging roads, and a long Regular or White-tailed season. Sandpoint and Coeur d’Alene are the bases. Hunt 400 to 900 yards off the easy two-track. Check the Large Tracts Program before you assume industrial timber is still open — IDFG has already documented sales that pulled about 30,000 acres, then another 12,750, off that map in Units 3, 4, 5, and 6. - Nez Perce-Clearwater National Forests — Units 8, 8A, 10, 10A, 12, 14, 15, 16. High whitetail density, mule deer on the Snake and Salmon breaks, and CWD Management Zones in 14 and 18. Units 8 and 8A took the 2025 EHD punch. Second deer tags cannot be used in 10, 10A, and 12. Lewiston and Orofino are the towns.
- Boise National Forest / Unit 39 — IDFG calls Unit 39 the state’s most popular mule deer unit: OTC any-weapon, close to Boise, Oct. 10–31. About 2.6 million forest acres of summer range, with Ada County and a Highway 21 / Mores Creek chunk closed. The 2025–26 winter broke Unit 39’s old pattern of skinny fawns; collared fawn survival there was 89 percent through May, versus 83 percent statewide. Expect more yearling bucks, not a sudden trophy factory. Forest hunting page: Boise National Forest hunting.
- Payette and Salmon-Challis country — McCall, Cascade, and Salmon. Mixed mule and some northern-unit whitetails. Unit 23 still has mandatory CWD testing after a 2023 mule buck. Backcountry Units 16A, 17, 19, 20, 20A, 26, 27 are the long-walk mule hunts. No dedicated forest child URL is live.
- Caribou-Targhee / Upper Snake — Idaho Falls and Island Park. Mule deer harvest in the region hit about 2,850 bucks in 2025, the second-highest in 33 years, with the north recovering faster than Palisades and Caribou. Units 63A, 64, and 69 are mandatory CWD testing. This is a processor-and-barrel town, not a guess-and-drive-home town.
- Owyhee BLM — Units 40, 41, 42. Desert mule deer, two-point general season, mature bucks mostly on controlled hunts. The Big Grass Fire left extensive burn in 40–42. Stay off rehab and private fence crews. If you want a similar wide-open public mule hunt in another state, that story is public land mule deer in Wyoming and eastern Montana BLM, not a same-weekend backup from Boise.
Access Yes! is Idaho’s walk-in program on private land. It is not national forest. Verify the current map. Motorized hunting rules lock some units from Aug. 30 to Nov. 14 — check the brochure list before you ride a two-track looking for a deer. Wilderness is walk-in or stock. I have burned a morning on a gate that was legal last year and locked this year.
If Unit 39’s opener looks like a Black Friday sale, I do not invent a secret basin. I hunt a nastier access on the same unit midweek, slide to Units 33–35, or I switch the plan to a White-tailed tag in the north. Oregon is a sibling hunt if you are building a multi-state year. It is not a Saturday backup from Idaho City.
One tactic that works on both species
I do not still-hunt pretty timber all day and hope. I pick one morning sit or glass tight to bedding, and one evening sit or glass on a travel edge, and I only stay there if I can explain why a deer would walk it at 8:10 a.m. Fresh tracks and wet-looking droppings beat last year’s rubs. When I time movement I check deer feeding times, then I let the region change the food: agriculture and riparian browse in the Clearwater, bitterbrush and high-country forage on mule range.
Whitetail north: hunt the nasty edge other people skip — a creek bottom with no parking, a clearcut that grew up into a tick factory, the last 200 yards of a gated logging spur. Firearm week in Units 8 and 8A is a drive whether you signed up for one or not. I sit the downwind side of the push. Mule deer south and east: get above them at first light and glass. Thermals dump downhill at dawn and climb when the sun hits. A bad swirl that dumps into a canyon is usable; a swirl that dumps into the bed is a wasted sit — same lesson as do deer move in the wind, just drier. Snow is a trail camera you do not have to hang. Sharp tracks into cover are a sit; rounded tracks are a walk.
I wasted money on a $400 ozone gadget that made zero difference in timber. A $250 used spotting scope has killed more mule deer for me than any scent toy. Cover swallows a bad hit in the Panhandle; distance swallows one on a Boise ridge. I decide max range before I sit. Bow in timber: 30 yards unless the lane is wide and the deer is calm. Rifle in mule country: a backstop and a “no farther than that rock” line. Refresh shot placement and the after the shot hub before opening weekend. I gut-shot a doe in 2007, pushed her too early, and never found her.

Pressure: October 10 is a holiday in Unit 39
Idaho’s mule opener is a cultural event within a two-hour drive of Boise. Every pull-off on Highway 21 will have a truck in it. That is not a reason to stay home. It is a reason to hunt like public land: hunters cluster near roads, peak on opening weekend, and quit when the walk gets steep. I hunt the opener 400 to 900 yards off easy access, I hunt Tuesday through Thursday of that first week if I can take the days, and I hunt late Panhandle archery when leftover bucks are still moving. I do not rattle all day on a pressured Unit 39 two-track. Unit 39 on Saturday of any-weapon is the highest-pressure deer hunting I do west of Illinois. A Wednesday in late October on a gated Clearwater spur is the lowest I can still reach with a pickup.
Watch fire before you watch deer. IDFG will not usually cancel a whole unit for a burn. They will close a road, a trail, or a drainage. Check InciWeb and the forest alerts the night before. The Tartar Fire in Unit 31 and the Big Grass Fire in 40–42 already moved animals onto private and onto whatever green is left. Hunt around the scar, not through a rehab crew.
Where to stay, and why the town matters
Pick a base for the side of the state you actually tagged. Drive time to the parking area, a grocery that is open after dark, and a processor matters more than a pretty lobby. Cabins and motels both work. Hunters do not all want hotels. I want late checkout on opening morning and a place I can hang wet clothes. If the weather dies, I want a town with a hardware store and cell service, not a Forest Service campground with a locked pump.
Sandpoint, ID — Panhandle whitetails, Units 1–4, Priest Lake and Selkirk access. Grocery, rooms, and a real airport drive from Spokane.
Lewiston, ID — Clearwater and Snake breaks. Closest full-service town to Units 8, 8A, 11, 14. CWD drop for 14/18 is a planning item, not an afterthought.
McCall, ID — Payette-side mule and mixed units 23–25. Quieter than Boise. Cook in the cabin. Unit 23 still needs a CWD sample.
Boise, ID — Unit 39 and Boise National Forest without pretending Idaho City has every processor on speed dial. Opening-weekend rooms fill. Late checkout matters.
Salmon, ID — mountain mule country and the long walk units. Services are thinner. Ice and fuel are a night-before problem.
Idaho Falls, ID — Upper Snake mule deer, Units 63A/64/69 testing barrels, and a real grocery if you are packing quarters out of Island Park.
Processors, ice, and getting a deer out
Call a processor before you shoot, especially for the Oct. 10 opener and the Panhandle rut. Boise-area shops drown in Unit 39 deer the first weekend. North shops book when EHD rumors fade and people actually hunt. Ask two questions: are you taking CWD-zone deer, and when can I actually pick up meat. If they say “call us after you kill one,” keep calling down the list. In Management Zones 14, 18, and that Unit 1 slice, the whole carcass stays. Quarter it, double-bag bones, landfill the rest.
I process my own deer when I can. On an Idaho road trip I still want a backup shop and a cooler plan. Ice is a town problem — buy it the night before. A Boise ridge drag can be 900 yards of scree; a Panhandle drag can be 900 yards of alder. I keep a cheap plastic sled in the truck when snow is possible, about $40 at a hardware store, and game bags for the dry hunts. Tag it, then report it. How to tag a deer is the mechanics. Field work is how to field dress a deer. High-country mule deer run lighter than corn-fed Illinois deer, so I size coolers with how much meat from a deer. Wildlife of this hunt
Black bears are common on almost every forest listed here. Grizzlies are mostly a Unit 1 problem, with infrequent records in Units 2, 3, 4, 4A, 6, 7, and 9. Hang food and know your bear ID. Wolves live in the north and the wilderness units; they are not a deer tag. Elk will walk a mule ridge — be sure of the target. Moose in the Panhandle and Upper Snake are a once-in-a-lifetime controlled hunt, not a deer fill.

Do I need a draw tag to hunt deer in Idaho?
Residents: no, not for general seasons. Buy a license and a Regular or White-tailed deer tag after the controlled-hunt results post. Nonresidents: yes for 2026 general deer tags, against a 15,500-tag quota, unless a returned tag is still for sale. Controlled hunts are always a draw (May 1 – June 5, leftover in August).
Regular deer tag or white-tailed deer tag?
Regular if you might shoot a mule deer. White-tailed if the whole trip is northern timber and you want the long Oct. 10 – Dec. 1 seasons in the core Panhandle units. A Regular tag in Units 1–6 is mostly a whitetail tag anyway, with only a two-week mule window Nov. 1–14.
When is Idaho rifle deer season?
There is no single statewide rifle season. Most mule units open any-weapon Oct. 10 and close Oct. 24 or Oct. 31. Panhandle whitetail any-weapon runs later. Confirm your unit on the IDFG brochure, last checked September 7, 2026.
Can I bait deer in Idaho?
No. Baiting big game is illegal except black bear under a baiting permit. Sunday hunting is legal. Hunter orange is not required for deer.
Where should a first-timer go?
If you need to see deer, hunt a Panhandle or Clearwater unit on a White-tailed tag on a weekday and take a legal deer. If you want a mule trip you can drive from Boise, hunt Unit 39 midweek with the glassing plan and do not expect a 4×4 on the first two-track. If you want a woods trip that feels like the Upper Midwest, stay in Sandpoint — not a name-swap of Ottawa National Forest.
What about CWD and eating the deer?
Have it tested if you are in a Management Zone or a mandatory unit, and do not eat a sick-looking animal. Testing is on get your deer tested. Submit lymph nodes or a head within 10 days. Do not haul a whole carcass out of Units 14, 18, or that Unit 1 slice.
