Do not book Vernal until the permit is real

I have watched people price rooms around an October rifle opener with a Michigan-style plan: buy the tag when you get there. Utah does not sell mule deer that way. You buy a hunting or combination license, you apply in March, and you wait on May 31 — or you sit leftover in July. A Colorado or Nevada license in the console does not hang a deer on Fishlake dirt. Step 1: Hunter education

If you were born after December 31, 1965, Utah will not sell you a hunting license or let you apply for a deer permit until hunter education is on the account. That cutoff is on the DWR hunter education page. A card from any U.S. state or Canadian province usually works — bring the number. Sit a traditional class or do the online course plus a field day. Missed the class before March? Utah’s Trial Hunting Program lets a first-timer hunt general-season deer for up to three years with a licensed mentor 21 or older. You still buy a hunting or combo license. Limited-entry, Dedicated Hunter, and CWMU are not on that authorization.

Step 2: Resident or not

Residency is not “I have a cabin near Loa.” Under DWR’s residency definition, a resident has a fixed permanent home in Utah for six consecutive months immediately before the purchase or application, and does not claim hunting residency anywhere else. An absentee landowner who pays Utah property tax still does not qualify. Active-duty military stationed in Utah (not temporary duty) can qualify with assignment orders. A full-time student may qualify after 60 consecutive days. You must be a resident on the day you submit the application.

Step 3: What goes in the cart

Mixing license and permit is how people show up in October with a fishing license and no deer tag.

  1. Hunting or combination license at wildlifelicense.utah.gov, a DWR office, or a license agent. Valid 365 days from purchase. You must hold one before you apply. A fishing-only license does not count.
  2. The application at utahdraws.com (new URL for 2026). One application fee per species. You can edit hunt choices until 11 p.m. MDT on April 23. That fee is not a tag. DWR charges the permit fee only if you draw.
  3. The deer permit only if you draw or buy remaining paper in July. Limited-entry and general-season can sit on the same year’s application. Draw limited-entry and the general application is voided — you still get a general preference point.

Cost band, last checked September 8, 2026 on the DWR fees page: resident hunting license in the $40s; nonresident hunting in the $140s, combo around $190. Application fee in the tens of dollars per species. General deer permit if drawn: residents in the $40s, nonresidents around $600. Limited-entry and premium limited-entry sit higher. Add the 2.2% card fee. Confirm the cart.

Step 4: Draw calendar, leftover, points

Antlerless is June 9–23 — also the second window to buy a point if you missed April. Remaining paper went on sale July 7, 2026 at 8 a.m. Mountain. Two point systems. Mixing them up is how people waste a decade. Preference points (code GDR) move you up the general-season line. Miss the permit and you get a point. Draw it — or buy leftover general paper in July — and the pile goes to zero. Bonus points improve limited-entry odds. They do not guarantee Henry Mountains or Paunsaugunt. Draw or buy leftover limited-entry and you forfeit the points and start a five-year waiting period. Group applications average the points.

What a nonresident can actually get this season

A first-year nonresident with zero points is not buying a Paunsaugunt rifle tag at a Cedar City gas station. Honest paths: apply general-season in March, take a preference point, watch the July leftover list, or start a bonus-point pile for limited-entry. Premium limited-entry is a years-long project. Neighbor carts: Colorado, Nevada, Arizona, and Idaho. None of those papers work on Utah dirt.

How you carry it, tag it, and report it

Carry the hunting or combo license and the deer permit. Digital copies in the Utah Hunting and Fishing app are legal if you downloaded them before you lost cell. Tag the deer before you move it: notch the paper tag, or submit an e-tag in the app while you are standing next to the animal. Do not tap “submit” in the motel. Mechanics: how to tag a deer. Harvest reporting is mandatory — even if you did not kill a deer — within 30 days of the season ending at wildlife.utah.gov/harvest, or by finishing the e-tag. Public land does not need a second deer license

Ashley, Dixie, Fishlake, Manti-La Sal, Uinta-Wasatch-Cache, and BLM take the same unit deer permit. A CWMU leftover does not unlock a national-forest two-track. On WMAs in Davis, Salt Lake, Utah, and Weber counties, anyone 18 or older needs a hunting, fishing, or combo license or a free digital WMA access permit. Most waterfowl WMAs are closed to big game.

Youth, Trial Hunting, and Dedicated Hunter

You must be 12 to hunt big game. You may apply at 11 if you turn 12 by December 31. Hunter education is still required unless you are in Trial Hunting that day. Youth 17 or younger on July 31, 2026 get up to 20% of general-season buck permits. Dedicated Hunter is a three-year volunteer track with its own drawing and service hours — not leftover paper. Trial hunters cannot apply for it.
