Arizona is a draw state. Plan the cart before the flight.
I have watched people book Flagstaff rooms in May and only then learn the rifle tag is a June computer. Arizona does not sell a general deer rifle license at a gas station the way Michigan still does. You buy a hunting or combo license, you apply, and you hunt the hunt number on the tag — or you hunt listed OTC archery units until that unit’s harvest limit shuts it.

Step 1: Hunter education
Hunter ed here is not a 1960 birth-year cutoff. It is an age-and-species rule from AZGFD hunter education classes. Nobody under 10 takes big game. Ages 10–13 need a combo license, a hunter-ed card, and the deer tag. Adults can buy a license without hunter ed. An Arizona hunter-ed course — or Ethically Hunting Arizona if you are 18 or older — is how you pick up the education bonus point that stays after you draw.
Classroom courses are open to residents and nonresidents. The fully online course is Arizona residents only; nonresidents sit the classroom. Out-of-state hunter-ed cards count for the under-14 big-game rule. They do not award the Arizona bonus point. Finish 30 days before the draw deadline if you want the point in that draw.
Step 2: Resident or not
Residency is six months of domicile immediately before you apply, and you cannot also claim another state. That is the wording in the 2026–27 regulations PDF. A Scottsdale winter house with a Colorado driver’s license is a nonresident. Active-duty military stationed in Arizona, or listing Arizona as home of record, is the exception written in that booklet — read the paragraph, do not invent a story at the counter.
Arizona residents buy resident licenses. Everyone else buys nonresident. Buy the wrong class and you have a ticket, not a Coues story.
Step 3: What goes in the cart
Think in two layers, then pick the tag that matches the hunt:
- Hunting license or combo hunt-and-fish. Youth 10–17 buy the youth combo. Licenses are valid 365 days from purchase. I buy at license.azgfd.com and keep the receipt — the license number is what the draw application asks for.
- A deer tag. Either a hunt permit-tag from the June draw (rifle, muzzleloader, most archery-only, youth-only, CHAMP) for the hunt number, dates, and legal wildlife printed on it, or an archery deer nonpermit-tag for listed OTC units. One deer per calendar year on the OTC tag. Kill on it and you are done with deer for that calendar year.
A short-term combo is a fishing-and-small-game day ticket. It will not put you in the draw and it will not let you hang a deer. That is in the same booklet, not a rumor.
2026 booklet cost band, last checked September 7, 2026, against that PDF fee sheet: resident general hunting $37, resident combo $57, nonresident combo $160, youth combo $5 either way. Draw deer permit-tag $58 resident / $315 nonresident, including the $13 / $15 application fee. Archery deer nonpermit-tag $45 resident / $300 nonresident. Youth-only designated hunts have a separate, higher permit-tag line unless you apply only for those hunts. Confirm the current sheet before you pay.
Step 4: The draw, leftover, and OTC archery
The fall 2026 deer hunt permit-tag deadline was Tuesday, June 2, 2026, at 11:59 p.m. Arizona time. You needed a hunting or combo license valid through that deadline. Apply at draw.azgfd.com. Results live only in your AZGFD portal account. Tags were scheduled to mail by July 24. Opt into Arizona E-Tag in the portal if you want the tag on the phone instead of the mailbox.
Bonus points are extra random numbers, not a waiting line. Apply every year — even “bonus point only” — if you want the stack. Five consecutive valid applications pick up a loyalty point. Leftovers are not a Midwest dump. In 2026 leftover deer was first-come paper (mail starting July 6, offices July 13), and the list was thin. Do not plan a rifle hunt on leftovers.
OTC archery is the actual over-the-counter deer hunt. Residents buy at Department offices and dealers. Nonresident archery deer nonpermit-tags are capped — 2,785 for calendar 2026 — and sold online only, first come, at otcarchery.azgfd.com. Check harvest-tracking.azgfd.gov before you walk in; when a unit hits its harvest limit it closes at sundown the Wednesday after. Starting fall 2026, that harvest report is online only, within 48 hours.

How you carry it, tag it, and report it
Carry the license. Carry the hunt permit-tag or nonpermit-tag. Arizona E-Tag lets you show both and tag a deer from the phone; you still write the validation code on tape or flagging and attach it. Draw hunters get a hunter questionnaire — mail, email, text, or the QR on the tag. Answer it. OTC archery harvest reporting is mandatory within 48 hours online. Failure to report, and hunting a closed unit, is the ticket they actually write.

Public land does not need a second license
Kaibab, Tonto, Coronado, Apache-Sitgreaves, Coconino, Prescott, the Strip BLM, signed State Trust — same Arizona deer tag. Hunt the unit on the tag. Grand Canyon National Park is closed. Tribal land is not a walk-on. Fort Huachuca is iSportsman, not a leftover from the June draw. Baiting, Sundays, orange, and dogs live on the Arizona hunting guide, not here.
Youth and first-timers
Youth combo is $5, ages 10–17, resident or not. Under 14 still needs hunter ed before the hunt, even if they applied without it. A parent, grandparent, or guardian can transfer a hunt permit-tag to a minor at a Department office; the kid hunts with that adult. Common ways this goes wrong
- Applying with a short-term combo.
- Buying only the combo and skipping the deer tag.
- Treating bonus points like Colorado preference points and expecting a Kaibab rifle tag on year one.
- A New Mexico or Utah license on Arizona dirt because “it’s the same desert.”
- Hunting an OTC archery unit that closed Wednesday.
- An out-of-state hunter-ed card and assuming you also got the Arizona bonus point.
- A January OTC hunt on last year’s calendar-year tag.
