Who this forest is for
If you want the biggest public woods east of the Mississippi, snow tracks, and a real chance of seeing a moose instead of a bean-field deer, hunt Superior — and accept fewer deer, a long drag through alder, and a DPA that may be bucks-only.
If you need to see deer and fill a freezer, hunt southeast Minnesota bluff country instead. That hunt lives on the Minnesota guide. Do not copy a Pike County bean-field plan onto the Gunflint and then blame Minnesota.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I grew up broke, so I learned public land before I ever paid for a lease, and I still split time between a 65-acre lease in Pike County, Illinois and public dirt in the Missouri Ozarks. Superior is the trip I take when I want Canadian Shield lakes, black spruce, and room to walk without a western draw. Treating this forest as “Ottawa with a different sign” is how you sit a Highway 61 recreation lot and wonder where the deer went.
The Forest Service manages the dirt. Minnesota DNR sets seasons, bag, and licenses. You need both papers in your head: a current Motor Vehicle Use Map for the district you will park in, and a DPA lookup for what you can actually shoot.
Pick a district before you pick a motel
Superior is not one blob on the map. The five districts do not share a parking lot. Ely to Grand Marais is not a backup sit. I pick the town for the dirt I will park on, not for a Boundary Waters mural in the lobby.
Kawishiwi — Ely. Office: 1393 Highway 169, Ely (218-365-7600). Fernberg Road toward Lake One, the Echo Trail heading northwest, and the central Superior two-tracks that Twin Cities trucks already know. Stay in Ely. Quiet cabin town. Confirm fire closures and moose ID before you unpack.
Gunflint — Grand Marais. Office: 2020 W. Highway 61, Grand Marais (218-387-1750). County Road 12, the Gunflint Trail, is the spine. Recreation names fill first. Stay in Grand Marais if that is your district. A bad Tofte backup. A terrible Cook backup.
Tofte — Tofte / Highway 61. Office: 7355 West Hwy 61, Tofte (218-663-8060). Sawbill Trail inland, North Shore weather, and the forest’s high country. Eagle Mountain, Minnesota’s high point, sits on this forest — a weather-day walk, not a Saturday stand. Stay in Tofte or a nearby Shore town if your pins are this district.
LaCroix — Cook. Office: 320 N. Highway 53, Cook (218-666-0020). West side toward Crane Lake, Buyck, and the Echo Trail’s far end. Voyageurs National Park is next door. That is National Park Service. I do not hunt it.
Laurentian — Aurora. Office: 318 Forestry Road, Aurora (218-453-8650). Iron Range edge, more mixed ownership, and the 2026 Brimson Complex fire country on DPA 132. Stay in Aurora or Virginia if that is your dirt. Do not sleep in Grand Marais and “run over.”
Terrain: how deer actually use this forest
This is the southern edge of the boreal forest. Pine, fir, spruce, aspen, birch, alder, and peat. The Forest Service is blunt about water: more than 2,000 lakes and 445,000 acres of it. Deer here do not live on a Missouri oak hollow. They live on the first dry finger between two bogs, a recent aspen cut, a cedar/alder edge, and any browse that actually got hit after a hard winter.
Food is subtle. Browse, cedar, a two-year-old cut, a leftover logging landing. That is not a bean edge. When I time movement I check deer feeding times, then I let the region change the food. Deer habitat here is cover in a lake-and-peat mosaic. Pretty red pine with a view is where I eat a sandwich. It is not where I hang.
DPA 131 is the honest interior example. The DNR puts it largely in Lake County, south of the Boundary Waters, east of Highway 2, well away from the Lake Superior shoreline. Winter severity and habitat quality run the herd. The DNR still had 12 to 22 inches of snow in that forest through mid-April 2026. A spruce-budworm outbreak has killed fir and spruce across much of the DPA, which cuts winter cover for deer and summer cover for moose. 479 square miles of Forest Service land. Harvest is thin. The 2026 designation is one deer, bucks only. No antlerless permits. That is not a freezer hunt.
DPA 132 sits partly on this forest, mostly public, outside primary moose range, deep snow, long winters. Harvest per square mile has sat around 0.3 to 0.5 for years. Bucks-only again in 2026. The DNR notes the Brimson Complex wildfires hit portions of it. I do not invent a “hunt the burn” pin. I look at the current MVUM and the alerts map, then I hunt a legal edge that still has browse.
DPA 176 is the other flavor: north of the Iron Range, largely inside Superior, about 155 square miles of Forest Service land, lottery with 25 antlerless permits in 2026. DPA 154, the lake-effect east half of old 183, is a 25-permit lottery because the DNR heard populations were low. Look your number up on the interactive DPA map the week you leave. I do not guess it in the dark on opening morning.
The July 4, 1999 blowdown still writes the map in pieces of the wilderness — jackstraw timber that never hunted like a clean oak ridge. July 2026 lightning started fires across 432 square miles of the BWCAW. The Forest Service said in late August that more than 1,600 wilderness campsites and about 2,930,000 of the forest’s 3 million acres were open, with phased entry-point reopenings into September. That is not a promise for November. I check current conditions, not last year’s GPX.
What is different here than the statewide Minnesota page
Do not copy the farmland calendar onto this forest. Archery is still Sept. 19–Dec. 31, 2026. The northern 100-series firearms window is Nov. 7–22. Muzzleloader is Nov. 28–Dec. 13. Sunday hunting is legal. OTC buck licenses. Nonresident deer is in the $185 band. That math, registration, and hunter education live on the Minnesota guide. What changes on Superior:
Your DPA may be bucks-only, including archery. 2026 bucks-only DPAs include 118, 119, 126, 130, 131, and 132. Bonus permits do not work there. Youth do not get a free doe there. If you take a deer in a bucks-only area, you cannot take another deer in another bucks-only area. I have watched out-of-state friends plan a “doe for the freezer” trip in interior Superior and go home empty because they never opened the map. Lottery DPAs on this forest (176, 154, and others) are one deer unless you drew. Apply by Thursday, Sept. 10, 2026. Surplus leftovers start 5 p.m. Oct. 1.
Baiting is illegal statewide. That is not Michigan’s UP 2-gallon rule. Cook, Lake, and St. Louis counties are not on the 2026 feeding-and-attractant ban list — that list is 37 other counties — but “taking” with bait is still illegal everywhere. I hunt this forest without corn, minerals, or cervid urine. Details: DNR baiting and the feeding ban map.
Hunter orange during firearms and muzzleloader. Visible portion of cap (if worn) and outer clothing above the waist, excluding sleeves and gloves, blaze orange or blaze pink. Camo patterns count if they are at least 50 percent blaze per square foot. Fabric or synthetic ground blinds on public land need a 360-degree blaze cover on top or 144 square inches on each side — archery too. Official: DNR blaze clothing.

Dogs are not a deer-hunting method in Minnesota. Tracking after a hit is a different question — read the current regulations. If you are coming from Illinois, read planning an out-of-state deer hunt before you try to stack Minnesota’s Nov. 7 opener with Wisconsin gun week. You cannot. Access, parking, and opening weekend
Download the MVUM for the district you will park in. Superior publishes them by area — Ely, Grand Marais, Isabella, Virginia, and the rest of the set on the maps page. Free geospatial PDFs and Avenza. A two-track that looked open on Google last August may be seasonal, gated, a snowmobile route, or a 2026 fire closure. I keep a paper MVUM in the truck because cell service dies in spruce.
OHVs stay on designated roads and trails. Cross-country travel is prohibited, including for baiting, trapping, and big-game retrieval. The DNR reprints that in the national-forest section of the 2026 hunting regulations. If you shoot a deer 400 yards off a designated road, you drag it. Snowmobiles may travel cross-country with at least four inches of snow — that is a late-season tool, not a Nov. 7 plan. Parking: do not tear up the shoulder, and do not block a road or trail. Guiding on National Forest land needs a federal special-use permit. I am not a guide. I am not pretending to be one.
Stands on Minnesota national forests: portable, not enclosed with walls or a roof, no damage to natural features, August 15–December 31. Enclosed blinds may be used but must come out each day. Gear left after the season can be impounded. No nails, screws, or a homemade palace. I run a hang-on and a set of $35 climbing sticks I have used for 11 seasons, because that is what the rule allows and because I need to move when a two-track fills up.

Firearm discharge is prohibited within 150 yards of a campsite or occupied area. The forest has 23 developed campgrounds and 16 rustic ones. I do not hunt the loop. I do not shoot across a boat landing.
Opening Saturday, Nov. 7, every pull-off you can see from the Gunflint Trail, the Echo Trail, Sawbill, and Fernberg will have a Twin Cities truck in it. Hunt it like opening day on public land: 400 to 900 yards off the easiest access, last stretch wet, steep, or deadfall. I pick a backup parking pin before daylight. Hunter walking trails here were built for grouse, with the Ruffed Grouse Society: Echo Lake (13 miles, 18 miles northeast of Orr off the Echo Trail, ATVs banned, 10- to 20-acre aspen patches), plus Caribou Lake, Devil Track, Jenkins Creek (4.5 miles), St. Louis River (5.5 miles), and Wills Lake. Those lots are not secret deer stands. They are linear openings with a name. I use the trail to learn a cut, then I hunt the slash nobody wants.
Wind and thermals
This forest has Minnesota’s highest and lowest points. Cold air slides off granite into lakes and black-spruce drainages. A west wind that feels perfect on the two-track is garbage the second it dumps into a bog you expected deer to bed in. Shoreline sits off Highway 61 do a different trick — lake-effect air slides toward Superior. Interior bogs swirl at the alder wall.
I sit the downwind corner of cover and let a bad swirl dump into open water, peat, or a cut I do not expect deer to walk. If the wind is switching 4 to 18 mph, I pick a different tree or I sit lower and tighter. Details on movement live on do deer move in the wind. This is not Ottawa’s cedar escarpment and it is not Chequamegon’s plantation wall. It is a lake-and-peat thermal. Hunt it that way.
Where to sit without dropping a pin
I do not publish a tree. I publish a pattern.
Hunt the first dry strip between two wet areas. Hunt the downwind edge of a recent aspen cut that is actually getting browsed. Hunt cedar and tag alder when pressure is up. Do not hunt a named trailhead, a BWCAW parking lot, or a hunter-walking-trail opening on Saturday of firearm week.
One morning sit tight to bedding. One evening sit on a travel edge. If I cannot explain why a deer would walk it at 8:10 a.m., I do not sit there. Still-hunt only in wet snow or enough wind. In 2014 I tracked a buck line 600 yards in crunchy north-woods snow and blew him out of his bed because I got impatient. Tracking is hunting. The deer gets a vote.
The Boundary Waters is legal to hunt and a terrible first meat hunt. Overnight from Oct. 1 through April 30 is a self-issued wilderness permit at the entry-point kiosk — no quota, no Recreation.gov fee. Non-motorized day use needs a self-issued permit year-round. A permit is always required to enter. Motors, bikes, and wheeled game carts stay out. Group cap is nine people and four watercraft. Confirm on BWCAW permits and Recreation.gov. If you shoot a deer into a portage you cannot get a sled through, that is on you. I hunt motor-legal Forest Service dirt for a weekend tag, and I treat wilderness as a different trip.
Shot windows in this cover swallow a bad hit. I decide max range before I climb. Bow in timber: 30 yards unless the lane is wide. Rifle still needs a backstop. Refresh shot placement and the after the shot hub. I gut-shot a doe in 2007, pushed her too early, and never found her. In alder that mistake is a lost deer in a swamp that all looks the same after dark.
If you are not hunting
Weather dies up here. Have a daylight plan that is not “drive to camp and stare at the wall.”
Eagle Mountain is the state’s high point and a Forest Service hike on the Tofte District. Highway 61 is the North Shore if the woods are a whiteout. Ely and Grand Marais still have grocery, a bar stool, and a processor conversation. A Boundary Waters day paddle is a weather day if the entry point is open and you already have the self-issued permit — it is not a reason to hunt the landing on Saturday of firearm week. Over 400 miles of hiking trail exist on this forest. I walk them when the wind is garbage. I do not hang a stand over them.
Where to stay, ice, and the meat pole
Pick a base for the district you are actually hunting. Drive time to the parking area, a grocery open after dark, and a processor matters more than a pretty lobby. Cabins and motels both work. I want late checkout on opening morning and a place I can hang wet wool. Booking Duluth and hunting the Gunflint the same dawn is how you eat breakfast in the truck at 9:15.
Ely, MN — Kawishiwi. Fernberg, Echo Trail east, central Superior. Quiet cabin town. Confirm fire closures and moose ID before you unpack.
Grand Marais, MN — Gunflint District, County 12. Tourist town in October. Hunt interior, not the harbor lot.
Tofte, MN — Tofte District, Sawbill, Highway 61. Smaller services. Right if your pins are this district, wrong if they are Cook.
Cook, MN — LaCroix. Crane Lake / Buyck / west Echo Trail. Grocery is thinner than Ely. Confirm a processor before you shoot.
Duluth, MN — airport, grocery, processors, south edge. Fine if you are hunting Laurentian two-tracks you can actually reach. Too far for a 5 a.m. Gunflint sit.
Call a processor before you shoot. North-woods shops book. Ask how they dispose of remains and when you can pick up meat. Ice is a town problem — buy it the night before. I keep a cheap plastic sled in the truck once snow is possible. Hardware-store version, about $40, has hauled more deer for me than any boutique pack frame. If this forest is slammed
First move: same district, uglier access. Wet, steep, deadfall. Most orange quits at the first dry two-track.
Second move: switch Superior districts on purpose, with a town plan. Gunflint slammed → Tofte interior or Kawishiwi, not “the next Gunflint spur.” Do not commute Grand Marais to Cook in the dark.
Third move: Chippewa National Forest. Cass Lake, Walker, Blackduck, lakes country west of Grand Rapids. Aspen cuts, pine, bog edges, easier access, more trucks. No dedicated Chippewa URL is live on this site. Use the Chippewa National Forest map and a DPA lookup. Beltrami Island State Forest is the other unloved walk. I do not invent those slugs.
Fourth move: a different state, a different tag. Chequamegon is the Wisconsin cousin — aspen age-class and a nine-day gun week. Ottawa and Hiawatha are Michigan public-land trips, not a same-weekend backup from Ely. The UP choice page is Upper Peninsula national forests. Terrain split: Ottawa vs Chequamegon. Pennsylvania’s Allegheny is a sibling public-land trip, not a Saturday Plan B. Lease vs public is a different decision: public land vs lease.
Wildlife that actually lives here
Moose. Northeast of a line through Ely and Grand Marais you share the woods with them. I have watched a dark shape at 60 yards turn into a cow moose after I already had the safety off. That is not a story I want to finish. Learn the silhouette on our moose page before you hunt Superior. A deer license does not make a moose legal. Elk are a northwest-Minnesota problem with their own DNR ID page — not this forest.
Gray wolf is not a rumor here. The overlap is real and it lives on our wolves guide. Hang food, keep a clean truck bed, and hunt deer. Wolves are not a reason to rattle a 20-acre alder swamp all day. Black bear, ruffed grouse, and snowshoe hare are the other animals you will actually jump. I do not sell a lynx sighting as a hunt plan.

FAQ
Is Superior the same hunt as Chippewa or Ottawa?
No. Chippewa is Minnesota’s other national forest — easier access, more trucks, lakes country west of Grand Rapids — and it does not have a trip page on this site yet. Ottawa is Michigan cedar-hemlock and lake-effect snow against the Wisconsin line. Superior is Canadian Shield, moose country, and a wilderness the size of a small state sitting in the middle. Hunt the page that matches the dirt.
Can I hunt the Boundary Waters?
Yes, on Forest land, except developed campgrounds and boat sites. You still need a wilderness permit to enter, self-issued after Oct. 1. No motors, no wheeled carts, no 150-yard shots at a campsite. I do not make a first Minnesota hunt a BWCA interior meat hunt.
Can I ride an ATV out to my deer?
Not off designated routes. Cross-country OHV use, including game retrieval, is prohibited on Superior. Wilderness also bans game carts. Plan the drag before you shoot. A sled beats a citation.
Can I bait on Superior?
No. Hunting with bait is illegal statewide in Minnesota. The feeding-and-attractant ban is a separate county list and does not currently include Cook, Lake, or St. Louis, but that does not legalize a pile you sit over. I hunt without it.
Do I need a draw for a buck?
No. Firearms, archery, and muzzleloader licenses are OTC. You do need to read the DPA. Interior Superior is often bucks-only or a 25-permit lottery. Archery is not a free doe tag in a bucks-only DPA.
Where should I stay for a first Superior trip?
Ely if you picked Kawishiwi. Grand Marais if you picked Gunflint. Tofte if your pins are Sawbill country. Cook if they are LaCroix. Duluth if you are flying in or hunting the south edge — not if you need to be on the Gunflint at daylight.
