Buy the Illinois tag before you point the truck at Pittsfield
I have watched Missouri and Indiana plates roll into a Pike County farm lane — and Shawnee two-tracks — with a home-state license in the console. Illinois does not care that you “hunt the river.” You need an Illinois hunting license (unless you are honestly exempt), a State Habitat Stamp if you are 18 or older, and an Illinois deer permit for the season and county you are standing in.

Step 1: Hunter education
If you were born on or after January 1, 1980, Illinois wants a hunter-safety certificate — or proof you already held an Illinois hunting license — before it will sell you a hunting license (520 ILCS 5/3.2). Instructor-led classes are free. Ages 18+ can finish online. Under 18: in-person, or online plus a field day. Register at IDNR hunter safety. Other-state IHEA-USA cards count. Bowhunter education is not required. Born before 1980: exempt from hunter ed, not from the license, stamp, or deer permit.
Step 2: Resident or not
Residency is not a Pike County cabin and a Missouri tax return. Hunt Illinois wants a permanent abode in Illinois for at least 30 consecutive days immediately before you apply, and you cannot claim residency in another state to buy the same kind of license. A St. Louis address with a Calhoun County lease is a nonresident.
A first-year nonresident can hunt Illinois. That is not “show up the Friday before gun week and buy a Pope County either-sex online.” Lottery 1 is residents only. Nonresidents enter Lottery 2 and 3. Leftover county permits, if any, sell in person starting October 20, 2026. SHA is lottery only. Nonresident archery is one combination permit per year (apply June 1–30, then leftovers). Resident archery combination permits have no quota. Confirm the current price band on the hunting license fee table the week you buy — resident hunting licenses sit in the low tens, nonresident hunting licenses in the mid-fifties, nonresident archery combination in the hundreds. Step 3: What goes in the cart
Think in three layers, not “a deer license”:
- Hunting license — resident, senior, veteran, sportsman’s combo, youth hunt/trap, apprentice, or nonresident. Some landowners, disabled residents, and active-duty Illinois residents are license-exempt; they still need the habitat stamp (if 18+) and the deer permit. Check licenses and exceptions. A 5-day nonresident hunting license is not a deer permit. Confirm it on the License Finder.
- State Habitat Stamp — mandatory at age 18+ to hunt deer. Disabled veterans and former POWs are exempt. One stamp per license year.
- Deer permit — archery combination, county firearm, county muzzleloader, youth either-sex, late-winter antlerless, Special CWD, or landowner. The permit is the tag. Sign it before you hunt.
Landowner deer permits are paperwork, not a walk-up. Eligibility packets have to be in Springfield, and approved, by September 1 for that fall: resident landowner · nonresident landowner.
Step 4: When it goes on sale
Hunting licenses and stamps go on sale March 1. Resident archery combination permits sell whenever the cart is open. Lottery dates are in the table and on firearm and muzzleloader information. Youth deer permits start the first Tuesday in August. Late-winter and Special CWD SHA applications: October 27–November 23, 2026 (residents). 2026 firearm dates: November 20–22 and December 3–6; muzzleloader-only December 11–13 (a muzzleloader permit also works with a muzzleloader during second firearm). Youth firearm: October 10–12, 2026. Confirm the 2026–2027 digest. Cook, DuPage, Lake, and Kane east of Route 47 are closed to firearm deer hunting except the Chain O’ Lakes State Park special hunt.
How you carry it, tag it, and report it
A physical or electronic hunting license is legal. I still screenshot ExploreMoreIL and keep the paper deer permit where I can fill it out with gloves on. Immediately upon the kill, and before you move or field-dress the deer, detach the leg tag and fasten it to the leg with your own zip-tie. OTC vendor permits are plastic — bring a tie. Report by 10 p.m. the same calendar day: 1-866-452-4325 (1-866-IL-CHECK) or online harvest check-in. In CWD-surveillance counties during firearm season, take the deer to a designated check station the same day, 8 a.m. to 8 p.m. Confirm the current county list on CWD sampling. Symptoms: CWD in deer.
Public land does not need a second hunting license — it needs the right site permit
Shawnee, Pyramid, and most IDNR wildlife areas take the same Illinois hunting license and habitat stamp. What they do not take is a Missouri license, a leftover from a different county, or a Special Hunt Area dream you never applied for.
- County permit sites. The firearm or muzzleloader permit is valid in the county printed on it. A Pope County leftover does not let you shoot a Jackson County deer. - Special Hunt Areas. Named IDNR (and some federal) hunts in Lotteries 1–3. SHA permits are not sold over the counter in October.
- Daily drawings and self-check. Some sites still pull names at the lot. The list is the Hunting Site Directory, not a forum screenshot.
- Refuges. Crab Orchard and other FWS ground run their own hunts. Do not treat a refuge lottery as a Shawnee two-track.

Youth and first-timers
Youth deer: hunter younger than 18 on the first day. One either-sex permit, OTC, residents and nonresidents, except the collar-county closed area. A non-hunting adult stays in immediate control. If the youth is on an apprentice or youth hunting license, or the adult is a nonresident, that adult needs a current Illinois hunting license. Unfilled youth tags carry into the regular firearm weekends: youth deer information. The Youth Hunting and Trapping License is the hunting license, not the deer permit. Common ways this goes wrong
- Buying only the hunting license and skipping the habitat stamp or the deer permit.
- A Missouri license on Illinois dirt because “it’s the same river.”
- Waiting until gun week, then discovering leftover OTC is in person — or that SHA never went leftover.
- A Pope County leftover in a Jackson County Shawnee parking lot. No hunter-ed card, born 1980 or later. Resident with a shotgun and no FOID. Skipping a CWD check station.
