Buy Big Game before you point the truck at Troy
I have watched people roll into an Uwharrie lot with a South Carolina license in the console and a story about “it’s the same pine.” North Carolina does not care. You need a North Carolina hunting license and a North Carolina Big Game privilege — or Comprehensive Hunting or Sportsman that already includes both — plus the harvest report card that prints with Big Game. Step 1: Hunter education
North Carolina does not use Michigan’s 1960 birth-year cutoff. The license information chapter is blunt: you cannot buy a hunting license without a hunter-education certificate, a Hunting Heritage Apprentice Permit, or a North Carolina hunting license issued before July 1, 2013. Instructor-led classes are free in all 100 counties. Online courses listed on the hunter education page print a temporary card. Other-state certificates count — bring the number. You can buy a lifetime license without hunter ed, but you still cannot hunt until you finish the course or hunt with a licensed adult 18 or older in sight and hearing. Step 2: Resident or not
Residency is not a cabin in Transylvania County and a Florida driver’s license. NCWRC’s test, on the same license information page: six months in the state, or domiciled 60 days with intent to stay. You get one domicile. Full-time students at a North Carolina college can buy resident — show the student ID. Military stationed here, plus spouse and children under 18, are treated as residents. Active-duty military stationed outside the state are treated as residents for short-term and annual hunting licenses.
A first-year nonresident can buy hunting and Big Game over the counter. Cost band, last checked September 7, 2026 against the hunting licenses and privilege licenses tables: resident State Hunting plus Big Game sits around fifty dollars before the five-dollar transaction fee, or one Comprehensive Hunting license in the high forties that already includes both plus game lands. Nonresident annual hunting plus season Big Game is in the mid two-hundreds; the 10-day pair is in the high one-hundreds. Reciprocal Big Game is the neighbor trap: Virginia residents pay less than a generic nonresident; South Carolina residents pay more than triple that generic fee. Step 3: What goes in the cart
Think in layers, not “a deer license”:
- Hunting license — State Hunting (annual or 10-day) covers small game and game-lands hunting. It does not cover deer.
- Big Game privilege — required on top of hunting for deer, turkey, or bear. Annual or 10-day. Comprehensive Hunting and Sportsman already include it. The harvest report card prints with this item.
- Comprehensive Hunting or Sportsman instead of stacking hunting + Big Game. Sportsman also covers inland fishing. Combo hunt/fish is not Big Game.
- Bonus antlerless deer license only for urban archery after January 1 inside a participating municipality. Two extra antlerless deer per card. Not valid on a lease in November.
A 10-day State Hunting license does not include Big Game. Buy the 10-day Big Game privilege too or you are a small-game hunter with a motel reservation. Bear is a different stack. Restored elk in Cataloochee are a separate limited hunt — not this cart.
Step 4: When it goes on sale
North Carolina does not have a single “deer license goes on sale in March” holiday. Annual hunting and Big Game privileges are 12 months from the day you buy. An OTC pair is still sitting there opening morning in a normal year. What disappears is a permit hunt. Some game lands are permit-only. Disabled-sportsman hunts and certain Sandhills / Pee Dee youth dog hunts go through the Permit Hunting Opportunities program. Unless a listing says otherwise, there is an $8 nonrefundable application fee per hunt; disabled hunts use a $10 fee covering all disabled hunts in one transaction. A drawn slot is not a deer license.
How you carry it, tag it, and report it
Paper or the Go Outdoors North Carolina app are both legal. Carry picture ID. I still screenshot the PDF. Lifetime plastic is not the tags — add the seasonal card each year. Punch the month and day on the paper card before you move the deer. In the app, validate and register in one step, with or without cell service. Then register the harvest before any of these, from the big-game harvest reporting chapter: the deer is skinned or dismembered; you leave it unattended; you hand it to someone else; or 12 p.m. the day after the kill. Gutting is allowed first. Four ways: the app, gooutdoorsnorthcarolina.com, 800-I-GOT-ONE (800-446-8663), or an agent. Write the authorization number on the card. Mechanics: how to tag a deer and after the shot. License-exempt hunters — youth under 16, and landowners on their own land — still get a free License-Exempt Big Game Harvest Report Card. It is not sold online. Agent or 833-950-0575. A kid does not punch Dad’s card. DMAP-family tags report as a DMAP tag: deer cooperator programs.
CWD is not a license, but it will change the drive home. There is no mandatory sampling this season. Confirm carcass disposal on ncwildlife.gov/cwd. Symptoms: CWD in deer.
Public land does not need a second hunting license — it needs the right hunt
State Hunting already includes hunting on game lands. Comprehensive and Sportsman do too. The old à-la-carte Game Land License is not a second deer tag. Official note: general game lands regulations. Youth and first-timers
Youth means under 16. They skip the hunting license. They do not skip the harvest report card. Without hunter ed they hunt with a licensed adult; with the certificate they may hunt unsupervised but they carry the card. Youth deer days for 2026–27 are September 26–27 statewide and November 26–27 in the Western season — confirm on the deer seasons page. Adults without hunter ed buy the free Hunting Heritage Apprentice Permit. “Accompanied” means a licensed adult 18 or older stays in sight and hearing, no electronics.
Common ways this goes wrong
- Buying only State Hunting — or combo hunt/fish — and skipping Big Game.
- A 10-day hunting license without the 10-day Big Game privilege.
- A South Carolina or Georgia license on North Carolina dirt. Reciprocal fees are not reciprocal licenses.
- No harvest report card because “I’m a kid,” “I have Lifetime,” or “I’m hunting my own land.”
- A permit-only game land with a legal Sportsman license and no draw.
- Moving the deer before the card is punched, then registering after noon the next day.
