Who this forest is for
If you want ponderosa timber, a November rut sit, and a public-land deer you will drag off a two-track, hunt the Black Hills — and take the whitetail-buck tag GFP actually issued.
If you came for a mule deer on grass, do not start here. Hunt Wyoming public mule country or South Dakota West River. This Forest is a whitetail camp with a rumor of mulies.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I grew up broke, so I learned public land before I ever paid for a lease, and I still split time between a 65-acre lease in Pike County, Illinois and public dirt in the Missouri Ozarks. The Hills are the trip I take when I want timber west of the Missouri that is not a Nebraska shelterbelt. It is not Ottawa cedar swamp. It is not a Buffalo Gap two-track. It is an isolated pine mountain with granite needles, a limestone plateau, tourist traffic in the same week as the rut, and a CWD conversation already in the processor’s shop.
This is a meat-and-tracks hunt with a 61 percent firearm success rate in 2025 — GFP surveyed hunters, 3,190 licenses, 1,992 deer. That number is not “easy.” Average days hunted was 5.34. A lot of those deer died within sight of a Forest road that you are not allowed to shoot from. If you need 12 sightings a sit in a bean field, stay East River. If you want the woods trip, keep reading.
Two states, four districts — pick one before you book
The Forest Service is blunt: this is one forest in two states. GFP and WGFD do not share a tag. A leftover BH1 license does not become legal in Sundance because the ponderosa looks the same. Book the town that matches the district, or you will hunt from a motel you already paid for.
Northern Hills Ranger District (2014 N. Main Street, Spearfish, 605-642-4622). Lawrence and Meade country. Spearfish Canyon (US 14A) is the postcard and the trap. Terry Peak, Crow Peak, Vanocker, Tinton two-tracks, I-90 on the north edge. Stay in Spearfish. I do not sit a canyon pull-off that a tour bus can photograph.
Mystic Ranger District (8221 Mount Rushmore Road, Rapid City, 605-343-1567). Pennington west of Rapid City. Pactola, Sheridan Lake, Deerfield Road, Rochford, Nemo, the limestone plateau. This is the grocery-and-processor district. It is also where Rapid City day-hunters dump a truck on Saturday. Stay in Rapid City if you want ice at 9 p.m. Stay closer to Hill City only if your two-tracks are actually west of town.
Hell Canyon Ranger District — South Dakota (same Custer supervisor’s office, 605-673-9200). Custer and Fall River. Granite core, Norbeck Wildlife Preserve (about 27,494 acres, established 1920), Black Elk Wilderness (13,426 acres, named for the Oglala Lakota holy man; Congress 1980, expanded 2002). Black Elk Peak is 7,242 feet — highest point in South Dakota, CCC lookout tower from 1938. Trail #9 from Sylvan Lake is a hiker highway, not a gun stand. Custer State Park, Wind Cave National Park, Jewel Cave, and Mount Rushmore are neighbors. They are not this Forest. CSP is a separate GFP draw with a nine-year wait if you already drew a CSP buck. Wind Cave is closed to hunting.
Bearlodge Ranger District (101 S. 21st Street, Sundance, WY, 307-283-1361). Crook County. Cook Lake, Blacktail trailhead, Cement Ridge, Warren Peak. WGFD’s own hunt planner calls this Forest “probably the most heavily hunted public land in Wyoming,” and says very few mule deer live on it. Region A general 2026: Nov. 1–20, antlered deer on the Forest, any white-tailed deer on private. Nonresident Region A quota is 2,000. Hell Canyon also keeps a Wyoming office in Newcastle (1225 Washington Blvd., 307-746-2782) for Weston County. Stay in Sundance or Newcastle. Rapid City is the wrong base.
The Forest Service owns the dirt and the roads. GFP or WGFD owns the tag. That split is why a statewide screenshot will put you in the wrong state, on the wrong paper, or on a Needles Highway overlook you cannot hunt.
Terrain: how deer actually use ponderosa
Hills deer do not live in a Missouri oak hollow and they do not live on a Brookings County GPA. Deer habitat here is security cover in ponderosa, aspen pockets, meadows the locals call parks, and the first nasty cut off a two-track. Food is pine browse, aspen, mountain mahogany on the dry west, leftover acorns in mixed pockets, and old homestead apples. Wild diet context is on what do deer eat. The mountain has two personalities. The granite core — Needles, Black Elk, Horsethief — is steep, tourist, and swirly. The limestone plateau west of Rochford and Deerfield is rolling pine, aspen stringers, and the kind of benches I actually sit. I hunt the places deer have to cross: a saddle between two pine ridges, the downwind edge of an aspen pocket, the first thick regeneration off a gated road. I do not sit the pretty meadow 200 yards from Sheridan Lake South.
Read mule deer vs. whitetail before you treat a type 12 tag as a mule hunt. GFP’s 2025 type 12 harvest was 1,816 adult whitetail bucks and zero mule deer — because the license is buck whitetail. Type 02 any-buck is where the 72 mule bucks showed up, and GFP sold 228 of those licenses. If you drew 12, you are hunting a whitetail. If a deer looks like a mule, pass it or you bought a citation.
When I time movement I check deer feeding times, then I let elevation, snow, and a Forest road full of orange rewrite the clock. Rut in November is why this firearm month exists. It is also why every easy spur is a parking lot on the 1st.
Access, parking, and opening weekend
Download the Motor Vehicle Use Map for the district you will park in. The Forest publishes four sheets — Northern Hills front (Bearlodge) and back (Northern Hills), Southern Hills front (Hell Canyon) and back (Mystic). Free paper at the offices in Custer, Rapid City, Spearfish, and Sundance. Digital copies sit on the MVUM page. A two-track that looks open on Google can be seasonal, administrative, or a private driveway through an inholding. Routes not on the MVUM are closed to your truck.
The Forest lists more than 3,800 miles of roads and trails, and more than 700 miles of designated OHV trail. A South Dakota Motorized Trail Permit is required on those trails. That permit is not a hunting exemption. Cross-country motorized travel is not a deer plan. The MVUM FAQ is specific: motorized big-game retrieval is allowed for elk only on about 294,800 mapped acres, one vehicle, weapons cased, most direct route. If you shoot a deer 400 yards off a designated road, you drag it. Stage 2 fire order BKF-194-2026 (July 27–Dec. 27, 2026) also bans motor vehicles off NFS roads except parking on barren ground within 10 feet. That is the November hunt, not a July tourist note.
GFP is just as specific: no discharging a firearm or other weapon across or from a National Forest Service road. Opening Saturday, Nov. 1, every paved pull-off on US 16, US 385, and the Peter Norbeck Scenic Byway will have a truck. Hunt it like opening day on public land: 400 to 900 yards off the easiest access, last stretch steep, gated, or deadfall. I pick a backup parking pin before daylight. If the first lot is full, I do not cruise Needles looking for a miracle.
US 385 has an active Forest construction alert. I-90 at dawn is a collision hunt you did not sign up for. If you hit a deer on the way to the stand, the after-action is what to do if you hit a deer.
Portable stands and climbing sticks that do not use nails, wire, or bolts are the honest play. I wasted money on $400 ozone scent control that did not fix a west-face swirl. A set of $35 climbing sticks has lasted 11 seasons. I take the stand with me. A Needles granite tourist will find anything you leave.

One local trespass wrinkle that is not the rest of South Dakota: inside the Black Hills Fire Protection District south of I-90 and west of SD 79, GFP’s handbook says you may not hunt private land that is posted or if the owner tells you not to — the inverse of the statewide “permission required” default. That is not a license to guess at paint in the dark. The Forest is full of inholdings. Yellow and posted signs still mean stop. I do not cross a fence I cannot explain.
Wind and thermals on an island mountain
A weather app that says “west 8 mph” is lying to you in a Spearfish side-canyon and on the granite around Black Elk. Morning air falls into drainages, then crawls up the pine as the face warms. Evening air falls again. Midday it swirls on every limestone rim and every Needles tunnel. I hunt lower in the morning with a crosswind that dumps into a cut, and I hunt a bench in the evening so falling air carries scent off the travel line. If the wind is switching every three minutes, I do not force a tree. I still-hunt damp needles or I sit where a bad swirl hits a gorge wall, a lake arm, or a posted inholding — not the aspen bedding I walked 0.8 mile to hunt.
West wind — the Hills chinook — wrecks a west face. I move to the leeward third of the ridge. Details on movement live on do deer move in the wind. Rain or a quiet snow is a reason to hunt, not a reason to sit in Rapid City. Wet needles cover access.
Season notes versus the rest of South Dakota
Do not copy the whole state table onto this page. Combined-draw mechanics, habitat stamp ($10 resident / $25 nonresident 18+), Sunday hunting (legal), hunter orange or pink on firearm big game, and East River’s resident-only firearm pool live on the South Dakota guide. If you are coming from Illinois or Minnesota, read planning an out-of-state deer hunt before you book one town for “the Hills and a West River leftover.” They are not a lunch-break backup. Lease vs public is a different argument: public land vs lease.
What is not the rest of the state, and what is extra on this Forest:
- BH1 firearm is Nov. 1–30. West River firearm is Nov. 14–29. East River is Nov. 21–Dec. 6. You cannot borrow those calendars.
- The paper is mostly buck whitetail. Type 12: $45 resident / $375 nonresident. Type 02 any-buck is the scarce mule/whitetail buck tag. Leftovers opened Sept. 9, 2026 and run through Nov. 30 on the application PDF. Return fee if you dump a drawn tag after Aug. 1: $10 / $30.
- Custer State Park is not a Forest leftover. CSP deer is a separate unit on the same application. Residents who drew a CSP buck in the preceding nine years cannot apply for another CSP buck. Do not “just go to the park.”
- No bait. GFP: no bait station Aug. 1–Feb. 1 or March 15–May 31; no salt lick hunt. I hunt this forest without corn.
- CWD is not a rumor. GFP first found free-ranging CWD in Fall River County in 2001. The Hills and West River still hold most of the map. July 2025–June 2026: 51 positives of 414 tested statewide. If any part of the carcass leaves the county of harvest, remains go to a landfill or waste provider — GFP carcass rules. I still get an adult tested if I am going to eat it. - Elk are camp talk, not your deer tag. Several thousand elk live in the Hills. Elk licenses are mostly resident, limited, and a different season. Deer vs elk if you need the ID. Do not shoot an elk on a deer license because it was in the same park.
- Stage 2 fire through Dec. 27, 2026. No campfire, no charcoal, stove only with a 3-foot clearance. Confirm the Forest alert the week you drive; orders get rescinded, and this one is written through December.
- Camping cap. Order effective Aug. 8, 2026 through Dec. 31, 2031: 14 calendar days in any continuous 28-day period. Dispersed camping still wants 100 feet from water and a half-mile from developed rec sites. Motorized 300-foot camping spurs on the MVUM are not a Stage 2 loophole.
Where to sit without dropping a pin
I will not give you a GPS honey hole. I will tell you the pattern that still works when the easy roads light up orange.
I want a north- or east-facing aspen stringer under ponderosa, a saddle that dumps into a steep cut, and a wind I can explain. I want the last 200 yards to look slightly wrong — blowdown, a gate, a slope that makes a casual hunter turn around. 0.6 to 1.5 miles off pavement is the band that starts to matter. Add distance if the lot has a lake name, a wilderness trail number, or a scenic-byway sign.
Named recreation I treat like a road, not a stand: Sheridan Lake, Pactola, Horsethief Lake, Deerfield Lake loop, Sylvan Lake / Trail #9, Norbeck Overlook, Iron Mountain, Cook Lake, Blacktail trailhead, Centennial Trail (#89), Mickelson Trail right-of-way. Hike those on a weather day. Hunt the ugly regeneration the other side of the ridge.
Shot windows in this cover are often 40 to 80 yards in the pine, longer across a park if you are honest about a rest. I decide max range before I climb. A steep drag off Black Elk granite is a medical plan, not a meat plan. I will not shoot a deer I cannot get to a designated road before dark without a motor.
If you are not hunting
Weather dies up here, and November tourists still exist. Have a daylight plan that is not “drive to camp and stare at a fire ban.”
Spearfish Canyon if you based north. Black Elk Peak from Sylvan Lake if you based south and you can share the tread with hikers — no camping within a quarter-mile of the lookout. Needles Highway and the pigtail bridges on the Norbeck Byway when they are open. Mount Rushmore is National Park Service. Pactola and Sheridan if you just need to walk a shoreline. None of that is a reason to hunt a trailhead on Saturday, Nov. 1.
Where to stay, ice, and the meat pole
Pick a base for the district you are actually hunting. Drive time to the parking area, a grocery open after dark, and a processor who will take a Hills deer matters more than a pretty lobby. Cabins and motels both work. I want late checkout on opening morning and a place I can hang wet wool. Pet-friendly helps if the dog is coming. Do not sleep in Rapid City and hunt Sundance. Do not sleep in Custer and “just run up” to Spearfish for the evening sit.
Rapid City, SD — Mystic district, I-90, grocery, rooms, processors, and a CWD conversation already in the shop. Best all-around service town. Hunt west, not the city limits.
Spearfish, SD — Northern Hills. Closer to Tinton, Crow Peak, and the I-90 edge. Canyon traffic is real. Book it when the MVUM you downloaded is the Spearfish sheet.
Custer, SD — Hell Canyon and the supervisor’s office. Closest to Norbeck granite and the southern two-tracks. Tourist town. Hunt away from the park boundary.
Hill City, SD — central, between Rapid and Custer, closer to Deerfield / Rochford limestone than Rapid’s east side is. Smaller grocery. Confirm a processor before you shoot.
Sundance, WY — Bearlodge. Devil’s Tower is the neighbor, not the hunt. Wyoming paper only.
Newcastle, WY — Hell Canyon Wyoming / Weston. Meat-hunt logistics if that is the district. Not a South Dakota leftover base.
Call a processor before you shoot. Hills shops know the county-of-harvest carcass rule. Ask if they are taking CWD-area deer and when you can actually pick up meat. Ice is a town problem — buy it the night before. I keep a cheap plastic sled in the truck. Hardware-store version, about $40, has hauled more deer for me than any boutique pack frame. Field work is how to field dress a deer. Tag it — how to tag a deer. A Hills buck is not a corn-fed Illinois deer; size the cooler with how much meat from a deer.

If this forest is slammed
Same district, uglier access first. Gated, steep, deadfall. Most orange quits at the first wide shoulder on 385.
Switch districts only with a town plan. Mystic slammed on Sheridan → Northern Hills interior off Spearfish, or Hell Canyon two-tracks off Custer, not a same-morning commute. Bearlodge slammed on Cook Lake → that is a Wyoming problem with Wyoming paper.
Do not invent a Custer State Park backup. Do not hunt Wind Cave. East River GPAs and West River Walk-In tracts are sibling hunts on a different GFP license — start at the state page and at walk-in programs. Wyoming mule country is the public mule page, not this Forest with the name swapped. There is no live Medicine Bow unit URL on this site yet. I am not inventing one.
A different state’s timber is a different tag. Ottawa and Hiawatha are Great Lakes cousins, not a Saturday backup from Rapid City. Mark Twain is the Ozark timber I actually grew up on.
Wildlife that actually lives here
Elk — several thousand, central meadows along Deerfield Road and Flag Mountain country, a separate limited license. Mountain lion — GFP increased dog-hunting opportunity in the Fire Protection District; that is not your deer sit. Mountain goats around Black Elk and Rushmore were introduced in the 1920s; they are a photo, not a tag on this page. Bighorn use rocky ground in Hell Canyon and Spring Creek. Merriam’s turkey and grouse are the other animals you will actually jump. Bison live in Custer State Park and Wind Cave, not as a Forest deer plan. I do not sell a mountain-goat sighting as a hunt.

Do I need a draw tag to hunt deer in the Black Hills?
For the November firearm season in South Dakota unit BH1, yes — it is part of GFP’s combined deer draw, then leftovers through Nov. 30, 2026. Resident archery any-buck is unlimited OTC. Nonresident public-land archery is a separate draw. Wyoming’s Bearlodge slice is Region A paper, not a GFP leftover. Confirm on the GFP applications page and WGFD if you crossed the state line.
Can I shoot a mule deer on a Black Hills tag?
Only if the license says any-buck (type 02) or you are on a statewide archery any-buck license. Type 12 is one buck whitetail. GFP’s 2025 type 12 harvest was all whitetail. Read the tag in your pocket, then mule deer vs. whitetail.
Can I hunt the Wyoming side on my South Dakota license?
No. Spearfish to Sundance is a state line. GFP BH1 is South Dakota. Bearlodge is WGFD Region A. The ponderosa does not care. The warden does.
Is Custer State Park part of the National Forest hunt?
No. CSP is a separate GFP unit on the same application. Wind Cave and Mount Rushmore are closed to hunting. Norbeck Wildlife Preserve and Black Elk Wilderness are Forest Service land with hiker pressure; wilderness bans motors and wheeled carts.
Can I ride an ATV out to my deer?
Not for deer. Forest MVUM FAQ: motorized retrieval is elk only, on mapped acres, weapons cased. Stage 2 fire restrictions also keep vehicles on NFS roads through Dec. 27, 2026. Plan the drag. A sled beats a citation.
Can I have a campfire in November?
Not under Stage 2 order BKF-194-2026 (July 27–Dec. 27, 2026) unless the Forest rescinds it. Liquid- or gas-fueled stoves with a 3-foot clearance only. Check alerts the week you leave.
Where should I stay for a first Black Hills trip?
Rapid City if you picked Mystic. Spearfish if you picked Northern Hills. Custer or Hill City if you picked Hell Canyon. Sundance or Newcastle only with Wyoming paper. Match the motel to the MVUM.
