Pick the river or the badlands before you pick a unit.
If you want more deer sightings and a meat hunt, hunt the eastern farm edges, Pembina timber, and Sheyenne sandhills, take the tag the lottery actually printed, and accept fewer licenses than your dad remembers from the CRP years.
If you want a mule deer, hunt the Little Missouri breaks, draw the right 4-series unit, and accept a mosaic of Forest Service grass, private ranch, and a walk that starts at noon on a Friday.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I grew up broke, so I learned public land before I ever paid for a lease, and I still split time between my 65-acre lease in Pike County, Illinois and public dirt in the Missouri Ozarks. North Dakota is the plains hunt I plan when I want a mule deer and a whitetail on the same state map, with a 16½-day gun season that opens at noon Central Time. A Saturday on a PLOTS strip east of Valley City and a Saturday glassing a Little Missouri draw west of Medora do not feel like the same sport.
This page is the statewide trip plan. There is no live unit child for Little Missouri or Sheyenne yet, so I am not inventing one. Species: whitetails east, mule deer if you drew west
North Dakota is both white-tailed deer country and mule deer country. That is the whole trip decision. Whitetails live in the Red River Valley, the Coteau potholes, Missouri River timber, Turtle Mountains, and every farm shelterbelt that still has a plum thicket. Mule deer belong to the western breaks. If you grew up on 40-yard Missouri sits, do not pack that plan onto a 4C butte. On shortgrass and clay, honest rifle shots get longer. In Pembina oak and Sheyenne savanna, most of the shots I will take are still inside 80 yards. The field ID lives on mule deer vs. whitetail deer. Elk, moose, pronghorn, and bighorn are different licenses. Do not confuse a bighorn rumor with a deer plan.
The herd is not the CRP-era herd. Game and Fish set 39,100 deer gun licenses for 2026 — down 3,200, the lowest total in more than 50 years — after the 2022–23 winter and EHD. In parts of the east, gun harvest is down about 90 percent from the 2005 CRP peak. The spring mule deer survey was 31 percent higher than the year before; they still kept western allocations conservative. If you want a doe tag in a unit that no longer prints one, that is the proclamation talking, not a forum.
2026 season stub (confirm before you hunt)
I am not pasting the proclamation. This is a 2026–27 stub, last checked September 7, 2026. If this table and the NDGF deer proclamation disagree, Game and Fish wins. Every season opens at noon Central Time on the first day.

Two 2026 changes that actually change a trip: special refuge permits are no longer required for gun deer on J. Clark Salyer, Upper Souris, and Tewaukon, and nonresident bowhunters are locked off public land and PLOTS until September 14. Crossbows are not legal during the bow season unless the Director issues a permit. They are legal during the gun season on a gun license. Bow minimums live in proclamation §4. I still will not take a long poke with a bad backstop.
OTC vs draw, and what it actually costs
Most of the deer gun hunt is a lottery. The 2026 deadline was midnight June 3. As of the department’s deer page, those licenses are sold. Unsuccessful applicants get a second drawing for leftovers; anything still left can go first-come. Nonresidents who miss the first lottery and later find a leftover pay $55 for that gun license, not $355. That is not a reason to skip June. Gratis licenses come out of Bismarck and count against the unit cap.
Archery is the OTC door for residents: one any-deer bow license, bought online, mailed from Bismarck. Nonresidents buy an unlimited white-tailed bow tag the same way. The any-deer bow tag that includes mule deer is the 240-license lottery (down 60), applied April 15–May 15. If you are a nonresident who wants a mule on a bow, that is the only line that matters. Muzzleloader is 375 antlered and 375 antlerless white-tailed licenses, statewide. Youth gun licenses are resident-only and replace a regular gun application. City herd-reduction bow licenses around Bismarck, Fargo, Minot, Watford City, Portland, and Grand Forks AFB are not a Little Missouri backup.
Add the certificate and habitat license to every stack. A resident gun hunt is about $57 before gas. A nonresident gun hunt is about $380. Hunter education is required if you were born after December 31, 1961, with the usual landowner and under-12 exceptions. CWD, baiting, Sundays, and dogs
Chronic wasting disease is not only a badlands story. The 2025 sampling season found 16 hunter-killed positives, including first detections in unit 2B (east) and 3D2, plus 3A1, 3E1, 3E2, 3F1, and 3F2. Game and Fish tested 1,224 animals. Broader context is on deer diseases. After a hot summer in the east, dead deer in creeks can also be EHD — the same outbreaks, with the 2022–23 winter, behind the license cut.
If you leave the gun unit you killed the deer in, carcass waste that is not meat, taxidermy, or listed low-risk parts has to go to a landfill. Importing a whole out-of-state carcass is illegal; boned meat and cleaned skull plates are the exceptions in the CWD proclamation. Baiting is not the public hunt: WMAs, grasslands, refuges, WPAs, Corps, trust land, parks, and state forest. The CWD proclamation adds urine lures to the WMA bait definition. Sunday hunting is legal. Dogs are not a deer-hunting method; a tracking dog after a hit is recovery under N.D.C.C. 20.1-05-04. Wear solid orange. Camo orange fails the square-inch test.
Public land that actually matters
More than 93 percent of North Dakota is private. That is why PLOTS exists, and why a green square on a phone is not automatically a hunt. The useful question is which tracts are big enough, ugly enough, or farm-close enough to match the hunt you want. Destination pages live under Places. - Little Missouri National Grassland — about 1,033,271 acres in McKenzie, Billings, Slope, and Golden Valley counties, the largest national grassland in the country. Forest Service grass wrapped around private ranch. This is the mule-deer public hunt. Medora and Watford City are the bases. Hunt a draw you cannot see from the two-track. Confirm ownership on the atlas. General USFS notes are on hunting national forest land. Theodore Roosevelt National Park is closed to hunting.
- Sheyenne National Grassland — 70,180 public acres in Ransom and Richland counties, about 12 miles east of Lisbon, plus intermingled private. Sandy delta, oak savanna, choppy dunes. Whitetails. I hunt the nasty sand, not the campground trail.
- PLOTS (Private Land Open To Sportsmen) — walk-in only, yellow-triangle signs, no driving unless posted. This is the eastern and Coteau hunt. Tracts change every year. Nonresidents are locked off Game and Fish WMAs and Conservation PLOTS October 10–16, 2026, and off those same lands the first week of pheasant season for every species, not just roosters.
- Pembina Gorge / unit 2D — the closest thing North Dakota has to woods. Rolling timber and farm-edge deer in the northeast. Grand Forks as a base. No dedicated WorldDeer unit page is live.
- Missouri River and Lake Sakakawea breaks — 3B/3C cottonwood bottoms, Corps shoreline, and centerfire closures around Bismarck and Mandan. A Corps land hunt mixed with private. Sit the first timber off the crop.
- Souris refuges — J. Clark Salyer, Upper Souris, and Tewaukon no longer need a special gun-deer refuge permit in 2026. That will stack trucks. Minot is the base. Call the refuge before you hang a stand. Turtle Mountains (unit 1) and Red River (2A) are small and easy to over-hunt; I would not build a nonresident trip around 2A.
Portable stands, blinds, and cameras on WMAs, Corps, WPAs, and Forest Service land may go up August 20, 2026, and must come down by January 31, 2027, tagged with your name or equipment number. You may not hunt unharvested cereal or oilseed without the owner’s consent. Stay 440 yards from an occupied building unless that occupant says otherwise.
If Little Missouri is slammed, I hunt a nastier access on the same mosaic or a PLOTS tract without a wide approach. Montana’s eastern Montana BLM and Wyoming’s public mule deer are sibling hunts if you are building a multi-state year. They are not a same-weekend backup from Medora. South Dakota’s east-river vs. west-river split is the closest analog; Minnesota’s Superior woods are not.
One tactic that works on grass and in a draw
I do not still-hunt pretty oaks all day and hope. I pick one morning sit tight to bedding — a plum thicket, a cattail drain, a north-facing badlands pocket the road hunters skip — and one evening sit on the first staging strip off the field. I only sit there if I can explain why a deer would walk it at 8:10 a.m. Fresh tracks in snow or gumbo beat last year’s rubs. When I time movement I check deer feeding times, then I let the region change the food: waste grain and shelterbelts in the east, browse and alfalfa in the breaks. Town-edge deer in the Red River Valley browse hostas and apples the same way they do in any farm suburb.
West of the Missouri, I glass more than I sit. Spot-and-stalk is how mule deer get killed on public grass. A cheap set of shooting sticks has ended more of my prairie shots than any $400 rest. East of the Missouri, I hunt like farm country: the downwind side of a push on opening weekend, then the nasty 40 the trucks skip on Tuesday.

Wind is the whole story. A 25 mph northwest wind will empty an open PLOTS edge of any deer I can shoot with a bow. I set up where a bad swirl dumps into grazed pasture, a gravel road, or a wide creek — same lesson as do deer move in the wind, just flatter and colder. I wasted money on $400 ozone scent control that made zero difference. Tall CRP and gumbo hide blood, so I decide max range before I sit. Bow in a shelterbelt: 30 yards unless the lane is wide. Rifle in November: still a backstop. Refresh shot placement and the after the shot hub before the noon opener. Do not copy a Pike County bean-field plan onto a Little Missouri two-track and then blame North Dakota.
Pressure: November 6 at noon is the holiday
North Dakota’s gun season is short on purpose. Sixteen and a half days. Every PLOTS approach with a wide shoulder will have a truck in it at 11:40 a.m. on opening Friday. Hunt like public land: people cluster near roads, peak on the first weekend, and quit when the gumbo sticks to a boot. I hunt the opener 400 to 900 yards off easy access, midweek if I can, and late archery when snow tells the truth. The 2025 gun report is the last full one: 36,353 hunters, about 20,877 deer, 57 percent success, 4.9 days afield. Mule deer license holders ran 82 percent. Those are last year’s hunters on a larger license pile. 2026 printed fewer tags. Do not read 82 percent as “easy.” It means the people who drew, hunted.
Where to stay, and why the town matters
Pick a base for the side of the state you are actually hunting. Drive time to the parking area, a grocery that is open after dark, and a processor matters more than a pretty lobby. Cabins and motels both work. Hunters do not all want hotels. I want late checkout on opening morning — remember the Friday noon start — and a place I can hang wet orange.
Medora, ND — south Little Missouri and the tourist edge of the badlands. Rooms book around the gun opener because the park crowd and the hunter crowd collide. Confirm a cancel policy.
Watford City, ND — north badlands, McKenzie County grass, oilfield lodging that actually has vacancies when Medora does not. Grocery and a processor within range if the weather dies.
Dickinson, ND — west-central services without committing to a park-town motel. Shorter drive to Slope and Golden Valley accesses.
Bismarck, ND — Missouri River, Coteau, and the herd-reduction bow zones. Real grocery, rooms, and shops that already know the opener is chaos.
Lisbon, ND — Sheyenne National Grassland. Small town, sandy two-tracks, cook in the cabin.
Grand Forks, ND — Pembina and Red River access without lodging in a refuge campground in November.
Processors, ice, and getting a deer out
Call a processor before you shoot, especially for the gun opener. Ask two questions: are you taking CWD-area deer, and when can I actually pick up meat. Tag immediately — cut the month and day, antler base or ear slit — then keep the tag with the meat until it is packaged. The photo-and-leave-the-head option is in proclamation §8 if you drop a skull at a CWD site. I process my own deer in the garage when I can. On a road trip I still want a backup shop and a cooler. Ice is a town problem — buy it the night before. A badlands drag can be 600 yards of clay. I keep a cheap plastic sled in the truck, about $40 at a hardware store.

Can nonresidents hunt public land with a bow in September?
Not for the first 9½ days. Through Sept. 13 you are on private land that is not PLOTS, unless you own enrolled PLOTS. Public and PLOTS open Sept. 14. WMAs and PLOTS are also closed to nonresidents Oct. 10–16, 2026.
What about CWD and eating the deer?
Have it tested, especially in 2025 detection units, and do not eat a sick-looking animal. See get your deer tested and CWD deer symptoms. Sundays are legal. Wear solid orange during gun, youth, and muzzleloader, and during bow if gun season is open.
