Do not book Rapid City on a Michigan assumption

I have watched people treat South Dakota like a Midwestern counter state because they can still buy a Michigan deer license the Friday before Ironwood. That is not this cart. Firearm deer here is a combined drawing. East River November is residents first. If you are reading this in September 2026, the first four combined draws are done; leftovers are the live door.

Step 1: Hunter education

South Dakota does not use a 1960 birth-year cutoff. HuntSAFE is required for ages 12 through 15. Residents under 16 need the certificate unless they hunt as a mentee. Nonresidents under 16 put a hunter-safety number on the profile or a current or previous hunting license from any state. You can still apply with that field blank; GFP holds a drawn license until the office has the number. Under 16, the online course still needs a spring/summer field day. Ages 16 and older finish online with no field day. Other-state cards count — bring the number. A Pierre vendor will not look up a 1998 Minnesota class for you.

Bowhunter education is no longer required to archery hunt in South Dakota. Do not skip HuntSAFE because you read an old bowhunter-ed rumor.

Step 2: Resident or not

Residency is not a cabin west of Wall. GFP wants a domicile in South Dakota for at least 90 consecutive days immediately before you apply, no resident claim anywhere else, no resident hunting privileges in another state, and your driver’s license and vehicle registrations transferred here first. A mailing address on a ranch does not prove it. Tests and exceptions (military, full-time students, minor dependents) are on the resident license page. A Nebraska address with a Harding County pasture is a nonresident.

Buy the wrong class and you have a ticket, not a story. Last four of the Social Security number is required on the application.

Step 3: What goes in the cart

A small-game license does not cover deer.

  1. Habitat stamp — required at 18 or older. One per license year. Youth, landowner hunting licenses, and preference-point-only purchases skip it. Official wording: GFP licenses.
  2. Deer license — the kill tag. Combined-draw paper is East River, West River, Black Hills, refuge, Custer State Park (residents), or muzzleloader. Archery is a separate product. Special Buck is a separate, earlier lottery; you may possess only one Special Buck license a year, and it is not Walk-In paper.
  3. Antlerless add-ons — only if the type is printed antlerless. A leftover private-land (P) antlerless tag does not put you on a Game Production Area or a Walk-In sign.
  4. Access permit — free, limited, and extra. Archery hunters on certain Harding County Custer Gallatin / Custer National Forest ground (35L) and the Hill Ranch GPA complex in Fall River County (27L) need the permit on top of a valid archery license. Deadline and units: access permit information.

Preference points are not automatic. For combined deer, you get a point only if you opt in on the application or you buy one between September 15 and December 15. Group applications (up to six) all draw or all fail, using the lowest point total in the party. Residents who group with nonresidents usually hurt their first-choice odds. Step 4: When it goes on sale, and what a first-year nonresident can actually get

All applications close at 8 a.m. Central Time on the deadline — not midnight. For 2026 combined deer, first draw opened May 27 and closed 8 a.m. CDT June 23. Second, third, and fourth drawings ran through September 1. After that, leftovers pool first-come, first-served. West River leftovers are listed from September 9, 2026. Live counts: GFP remaining licenses.

A first-year nonresident this season actually gets West River, Black Hills, or refuge firearm if they drew — or leftover paper if any remains. East River, muzzleloader, and Custer State Park firearm stay resident-first until leftovers. Nonresident public/private archery (ADNP) already closed June 9, 2026. Private-land-only archery (ADN) is still over the counter, not valid on public land or Walk-In, CREP, or CHAP. Private-land archery opens September 1; public-land archery for nonresidents who drew starts October 1.

You will not walk into a Custer convenience store in November and buy an East River any-deer. Neighboring carts: Nebraska, Iowa, Kansas. Trip math: planning an out-of-state deer hunt. How you carry it, tag it, and report it

A smartphone display of the GFP license is legal. I still screenshot it and keep the adhesive kill tag where I can notch it with gloves on. Sign the tag and date it by cutting out the month and the day of kill only. Attach it before the deer hits a road, a camp, a farmyard, or a vehicle — including an ATV. On a hoofed animal: around one hind leg between hoof and ankle, around the hock tendon, or around the base of the antler. To leave the field you need the tagged animal plus the head, or a hind quarter with the visible external sex organs left on, unless GFP lists an exception for that license type. CWD is in South Dakota. Testing is voluntary; GFP pays the lab if you drop a sample at a collection site. If you haul a carcass out of the county of harvest, leftover parts go to a waste-hauler or a permitted landfill — not a road ditch, not back onto a GPA. Official: GFP chronic wasting disease. Public land does not need a second license — Walk-In is still not your uncle’s pasture

Game Production Areas, Black Hills National Forest, Buffalo Gap, Fort Pierre, and Grand River take the same South Dakota deer license. No extra public-land stamp. They do not take a private-land-only tag or a Special Buck license on a Walk-In. Walk-In Areas, CREP, and CHAP are private land GFP leases — foot traffic, not a picnic ground. Youth and first-timers

You must be 12 by December 31 to hunt, unless you are mentored. Under 16, a parent, guardian, or responsible adult 18 or older accompanies them in the field. Mentored big game is open to residents and nonresidents: mentee 15 or younger, no HuntSAFE, one license per season, mentor unarmed and HuntSAFE-certified at arm’s length. Youth deer is antlerless (YOD-03 / YOD-13) and still needs HuntSAFE under 16. Apprentice deer is residents 18 or older by June 30 who have not held a deer license in the previous 10 years — antlerless, no accompaniment. Nonresidents do not get apprentice deer.

Can a nonresident buy a South Dakota deer license over the counter? Firearm tags are a drawing, then leftovers. Resident archery any-buck is OTC. Nonresident public-land archery is a limited draw; private-land-only archery is OTC and is not valid on Walk-In. Confirm on the GFP licenses page.

Do I need hunter education? Ages 12–15, yes, unless you are hunting as a mentee that day. Bowhunter ed is not required to archery hunt here.

Does a Nebraska or North Dakota license work in South Dakota? No. Hunter education from those states usually counts. The license does not.

Do I need a separate license for Walk-In Areas? No. Same deer license and habitat stamp. Foot travel. Special Buck and private-land-only tags are not valid there.

Where do I report a deer? Notch and attach the adhesive tag before you move it. GFP does not run an Iowa-style midnight telecheck; follow the current handbook for tagging and carcass movement.
