Buy the tag before you book the motel
I have watched people book Burns around a mule-deer opener with a western Oregon general tag in the console. Oregon does not care that you “hunt the same Cascades.” A General Any Legal Weapon Western Oregon Tag is not valid on an eastern Deer Hunt Area, and a Washington license does not hunt Siuslaw or Steens. Step 1: Hunter education
Oregon wants a Hunter Safety Education certificate if you are younger than 18 and hunting anywhere except land owned by a parent or legal guardian. Mentored Youth is the other exception. Adults 18 and older can buy a hunting license without the class. Take it anyway if you hunt other states — a lot of them will ask. Official path: Hunter and Bowhunter Safety Education.
Youth: a conventional classroom course (field day included) or an ODFW-approved online course plus a required in-person field day. The online certificate alone is not enough under 18. Adults who take the online course skip the field day. Bowhunter education is not required for Oregon archery. Other-state certificates count — carry the card. Youth may buy a license and apply by May 15 before they finish the class; they still have to finish it before they hunt on their own tag.
Step 2: Resident or not
Residency is not a cabin on the Metolius. ODFW’s test is physical residence in Oregon for at least six consecutive months immediately before you apply. Owning property or paying Oregon taxes is not enough. If you claim resident privileges in another state, you are a nonresident here. Full wording: license requirements.
Cost band, last checked September 8, 2026 against the official fee table: resident hunting license in the high $30s and deer tag in the low $30s; nonresident hunting license in the low $190s and deer tag about $500. Youth combination (12–17) is $10 on that sheet. Controlled-hunt applications are about $10 per series. Confirm the current dollars on the fee table the week you buy. Step 3: What goes in the cart
Think in layers, not “a deer license”:
- Annual hunting license — resident, nonresident, senior, pioneer, uniformed services, or youth combination. Calendar year. You cannot apply or buy a deer tag without it.
- Western general deer tag if you are hunting blacktail over the counter: General Archery Western Oregon, or General Any Legal Weapon Western Oregon. If you already hold a general deer tag, the cart will not let you apply for a 100-series controlled buck hunt.
- Controlled-hunt application (100-series buck, 600-series antlerless, L-series premium) if you want eastern mule deer, a limited western hunt, or a doe tag. Up to five hunt numbers per series. Deadline May 15, 11:59 p.m. PT. Edits in your account through May 25, no extra fee.
- The actual deer tag after you draw — “Selected” is not a tag. Buy it, or redeem the Sports Pac voucher, no later than the day before that hunt opens. Sports Pac is a resident bundle. The voucher is not the tag.
Most 100- and 600-series tags go by preference points; a slice is random among first-choice applicants, so a first-year hunter still has a sliver. Premium hunts have no preference points and sit on top of a general or controlled deer tag. Draw mechanics: controlled hunt navigation.
Step 4: When it goes on sale — OTC vs draw honesty
Western Oregon, first-year nonresident included. In a normal year you can still buy a general western archery tag up to August 28 and a general western rifle tag up to October 2. That is the honest first Oregon deer trip: rain, clearcuts, and a compact blacktail, not a Steens mule you hoped to draw. 2026 general dates, last checked on the ODFW seasons page: western archery Aug. 29–Sept. 27; western Any Legal Weapon Oct. 3–Nov. 6.
Eastern Oregon. Entirely controlled, including archery. Starting in 2026 the map is Deer Hunt Areas (NE-01, ST-01, DE-01, and the rest), not last year’s Wildlife Management Unit names. Elk still uses WMUs. Deer east of the crest does not. Open the Eastern Oregon Deer Hunts map before you copy a 2025 hunt number into the cart. Nonresidents get a maximum of 5% of controlled deer tags. Do not book a Burns motel on a first-choice long shot.
Leftovers go first-come online July 1 at 10 a.m. If you already drew or already bought a deer tag, you wait until July 2. Leftovers are not a second deer. How-to: leftover tags. Miss the sale deadline and ODFW may still sell the tag if you attest you have not hunted yet and you pay the extra exception fee (about $25.50 plus the tag). That is a last-ditch, not a plan.
How you carry it, tag it, and report it
Paper or electronic. If you choose electronic, the MyODFW app has to show the documents in the field — a website screenshot is not the license. Paper tag: write date, time, and unit or hunt area in ink and attach it before you move the animal. Electronic tag: press Validate in the app immediately, then write your name, date of birth, ODFW ID, harvest date, and confirmation number on flagging tape and attach that to the deer. Then report, even if you never left the driveway. Every deer tag needs a mandatory hunt report. For hunts that end April 1–Dec. 31, 2026, the deadline is Jan. 31, 2027. Miss it and you owe a $25 penalty the next time you buy a hunting license. Report in the account, the app, or at a license agent: report your hunt.

Public land does not need a second deer license — it needs the right tag
Siuslaw, Willamette, Deschutes, Fremont-Winema, Wallowa-Whitman, and the BLM high desert take the same Oregon hunting license and the deer tag written for that dirt. What they do not take is a western general tag on an eastern Deer Hunt Area two-track, or a Landowner Preference tag you bought because a buddy had a ranch. Youth and first-timers
Ages 12–17 buy the youth combination license to hunt deer on their own tag and to apply in the draw. They must be 12 by the hunt, have hunter ed in the pocket, and — if they are 13 or under on property that is not the family’s — hunt with an adult 21 or older. Under 18 with a firearm: hunter orange hat or garment visible from all directions.
Mentored Youth is ages 9–15. The kid registers free, stays under immediate control of one licensed adult 21 or older, and any deer the kid kills counts on the adult’s tag. One legal weapon between the two of them. Resident youth who apply, miss, and have never drawn that series can request a First Time tag starting July 1 in hunts that meet ODFW’s tag-number floor. Common ways this goes wrong
- Buying a western general deer tag, then trying to apply for a 100-series mule hunt.
- A Washington or California license on Oregon dirt because “it’s the same crest.”
- Leaving a Sports Pac voucher unredeemed past the tag-sale deadline.
- Treating leftovers as a second deer, or as a mule-deer plan.
- E-tagging in the app and skipping the flagging tape on the carcass.
- Skipping the January 31 hunt report because you did not kill anything.

Can a nonresident buy an Oregon deer tag over the counter? Yes, for western Oregon general archery and Any Legal Weapon tags, in a normal year, before those sale deadlines. Eastern deer is a draw. Confirm on the seasons page.
Do I need hunter education? If you are under 18, yes, unless you are on parent/guardian land or in Mentored Youth. Adults 18 and older are not required to take it in Oregon.
Does a Washington or California license work in Oregon? No.
Do I need a separate license for Siuslaw or Wallowa-Whitman? No. You need a valid Oregon hunting license and the deer tag written for that hunt.
Where do I report a deer? Mandatory hunt report by Jan. 31, 2027 for 2026 fall hunts — even if you did not hunt. E-tagging is not that report.
