Updated on September 7, 2026. Arizona does not run one statewide deer opener. Hunt numbers, legal wildlife, and even whether a unit is still open to over-the-counter archery all live in the current Arizona Game and Fish Department hunting regulations. Pick the deer before you pick a ridge.
If you want a desert Coues buck you can glass at a mile, hunt the sky-island ranges of southern and central Arizona and accept a draw, thin air, and a lot of empty country.
If you want a classic mule deer, hunt the Kaibab Plateau, the Strip, or the high timber of the White Mountains and accept bonus points, fire scars, and a winter road that may already be gated.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I grew up broke, so I learned public land before I ever paid for a lease, and I still split time between my 65-acre lease in Pike County, Illinois and public dirt in the Missouri Ozarks. Arizona is the trip I take when I want a different sport: no timber stand over a bean field, and no “just buy a tag at the gas station” rifle hunt. You apply in June. You glass water. You pack more water than sandwiches.

Species: two deer, two hunts
Do not pack a Midwest whitetail plan and expect it to work. A Coues buck is a small, gray, desert-adapted white-tailed deer. Most honest rifle shots I will take on Coues are 200 to 400 yards after a long glass, not 40 yards off a bean-field trail. Mule deer on the Kaibab and the Strip live in ponderosa, aspen, and sage. Read the “legal wildlife” column. Some 2026 hunts are “any antlered deer.” Some are “antlered mule deer” or “antlered whitetail deer.” If you want Coues, apply for hunts that say whitetail. If the booklet says mule deer, leave the Coues buck walking.
2026 season stub (confirm before you hunt)
I am not pasting Commission Order 2 hunt-by-hunt. This is a 2026 stub, last checked September 7, 2026, against the 2026–27 Arizona Hunting Regulations PDF. Unit lists and permit numbers move. The PDF wins.

Two 2026 details that actually change a trip. First, OTC archery is not a free-for-all. Each listed unit has a harvest limit. When harvest hits the number, that unit closes at sundown the Wednesday after. Check AZGFD harvest reporting / archery deer status before you hunt. Second, starting fall 2026, mandatory harvest reporting for OTC archery deer is online only. I screenshot the open-unit list the night before.
Kaibab example, because people ask: in 2026, Unit 12A East (excluding Grand Canyon National Park) lists 60 any-antlered permits Oct. 23 – Nov. 1 and 15 more Nov. 20 – Nov. 29. Unit 12A West lists 400 and 100 on those same two windows. Those are not leftover Midwest tags. They are why you apply every year even when you expect a no.
OTC vs draw, and what it actually costs
Rifle, muzzleloader, CHAMP, youth-only, and most archery-only deer hunts are draw-only. The deer, bighorn, and bison application deadline for 2026 was Tuesday, June 2, 2026, at 11:59 p.m. Arizona time. You needed a license valid through that deadline. A short-term combo does not count. What is actually over the counter: archery deer nonpermit-tags in the units AZGFD lists for that tool. Resident tags sell at Department offices and later at dealers. Nonresident archery deer tags with a nonresident combo license sell online, and they do not sit. January hunts need a new calendar-year tag if you hunt after Dec. 31. No one under 10 may take big game. No one under 14 may take big game without hunter education. I buy licenses at license.azgfd.com and keep the e-tag app working before I leave pavement.
CWD, baiting, Sundays, orange, and dogs
Arizona is still a CWD-negative deer state. AZGFD has tested since 1998. None of the 1,468 mule deer, white-tailed deer, or elk sampled from the 2025 seasons were positive. The four states that touch Arizona all have detections. If you are coming off a Utah hunt or driving home through California, you do not bring a whole carcass. R12-4-305 limits imports to boneless meat, quarters without head or spine except as needed for proof of sex on the way to a processor, clean skull plates, and finished taxidermy. Baiting is not a Midwest corn pile here. Using edible or ingestible substances to aid in taking big game is unlawful, except water, salt, and livestock-industry salt or supplements placed in the course of real livestock operations. Cervid urine lures and cover scents are illegal. I hunt Arizona without bait. I sit water that was already there.
Sundays are legal. Hunter orange is not required for big game; I still wear it walking into a rifle-season trailhead because I have seen too many people glassing the same basin. Dogs cannot be used to take deer. Shooting hours are daylight. If you hit a deer on the highway instead of in a unit, that is a different problem: what to do if you hit a deer.
Public land that actually matters
Arizona is not short on green on the map. It is short on deer that live within 200 yards of a parking spur. The useful question is which block matches the species and the hunt number you drew. - Kaibab Plateau / Units 12A East and 12A West — the North Kaibab Ranger District of Kaibab National Forest (~1.6 million acres forest-wide). Ponderosa, mixed conifer, aspen, and meadows from roughly 7,000 to 9,200 feet. Grand Canyon National Park is closed to hunting. Highway 67 toward the North Rim gates in winter; do not plan a December hunt as if Jacob Lake is a year-round gas stop. The 2025 White Sage and Dragon Bravo fires burned on the order of 204,500 acres on the North Kaibab. Hunt the edge of new burn and leftover timber, not the parking lot at a meadow everyone Instagrammed in 2019.
- Arizona Strip / Units 13A and 13B — north of the Canyon, BLM and forest mix, long sight lines, real mule deer. Grand Canyon-Parashant and Vermilion Cliffs national monuments are open to hunting per the 2026–27 booklet. This is a truck-and-glass country, not a hang-on-stand country. Fredonia is the Arizona base; Kanab, Utah is the grocery.
- Coronado National Forest sky islands — Chiricahuas, Huachucas, Santa Ritas, Catalinas, and neighbors around Tucson and Sierra Vista. This is Coues country. Coronado has extra closures you will not see on a Midwest WMA map: Sabino Canyon in Unit 33, Madera Canyon in 34A, East Cochise Stronghold in 30B, Cave Creek in Unit 29. Call the forest at 520-388-8300 if your pin is near those names. Coronado also does not allow motorized big-game retrieval off the designated road system. If you shoot a buck 800 yards down a canyon, you are packing it.
- Tonto National Forest — about 2.87 million NFS acres, the big central block from the Superstitions up toward the Rim. Mixed mule and Coues depending on the hunt number. Payson is the base I actually use. Ugly, steep, and closer to Phoenix pressure than the Strip.
- Apache-Sitgreaves National Forests — about 2.02 million NFS acres along the Mogollon Rim and White Mountains. Unit 1 mule deer shift with snow. Show Low, Pinetop, and Springerville have processors and rooms. High, cold, and more “timber” than Tucson, but still not Pike County.
- Coconino and Prescott national forests — Flagstaff and Prescott access, mixed deer, elk overlap, and a lot of day-use traffic. I hunt farther from the paved overlooks.
State Trust land is signed. Follow the signs. Tribal land is not public. Fort Huachuca is a permit hunt, not walk-on. If the Kaibab two-track looks like a Black Friday sale, I walk farther or drop a nastier canyon. I do not invent a backup forest URL that is not live.
One tactic that works on both deer
I do not still-hunt pretty oaks all day and hope. In Arizona I glass first. I pick a high point with the sun at my back, I spend the first hour on the basin I can actually see, and I only hike when I have a deer or a reason. Water — tanks, seeps, canyon heads — beats last year’s scrape. When I time movement I still glance at deer feeding times, then I let the desert change the food: browse and acorns on the sky islands, aspen and forbs on a Kaibab burn, nothing that looks like an Illinois bean field.
Coues: sit the shady north slope and the first bench above a tank at first light. They are small. A 10x binocular is the hunt. I wasted money on a $400 ozone gadget that made zero difference in Missouri timber; in Arizona the miss is usually wind or skyline. Mule deer: hunt the burn edge and the first timber finger off a meadow, and be in position before legal light. Wind still matters — same lesson as do deer move in the wind, just with thermals dumping off a rim by 9 a.m. I decide max range before I chamber a round. Refresh shot placement and the after the shot hub. I gut-shot a doe in 2007, pushed her too early, and never found her. A Coues in manzanita is easier to lose than an Illinois deer in CRP.

Pressure: the hunt is short on purpose
A seven- or ten-day rifle hunt concentrates people. Opening morning on a Kaibab meadow road is headlights. Hunt like public land deer: leave the obvious knob, drop a canyon, and sit the tank that does not have a two-track to the berm. Midweek is quieter than Saturday. Late December Coues hunts that take points are quieter still. OTC archery in January can be lonely until that unit’s harvest limit closes it while you are in camp. I check the closure page every morning.
Where to stay, and why the town matters
Pick a base for the side of the state you actually drew. Drive time to the two-track, a grocery that is open after dark, and a cooler plan matter more than a pretty lobby. Cabins and motels both work. I want late checkout on opening morning and a place I can hang a dusty pack. Hunters do not all want hotels.
Williams, AZ — south Kaibab / Tusayan / I-40. Grocery, rooms, and a sane drive to Units 7, 8, 9, and the south side of 12 country without living in Flagstaff traffic.
Flagstaff, AZ — Coconino and Rim access, airport, processors, and the services you want if a hunt goes sideways. Longer drive to the North Rim than people admit.
Fredonia, AZ — North Kaibab and Strip staging. Small. Kanab, Utah is the bigger grocery and lodging town if Fredonia is full. Confirm Highway 67 status before you book a North Rim fantasy.
Tucson, AZ — Coronado sky islands and southern Coues. Real city, real processors, real airport. You will still drive an hour-plus to the trailhead.
Sierra Vista, AZ — Huachucas and closer Coues access than Tucson for Units 34/35 country. Quieter nights. Hunt the tank, not the subdivision edge.
Payson, AZ — Tonto and Rim mixed mule/Coues without committing to Phoenix sprawl. Opening-weekend rooms fill.
Processors, ice, and getting a deer out
Call a processor before you shoot. Coues do not fill a cooler the way a Pike County doe does, but heat will ruin one just as fast. August archery is an ice problem. December on the Kaibab is a frozen-canyon problem. Coronado will not let you drive off-road to the carcass, so budget the pack-out when you pick the shot. Tag it, then report it. Do I need a draw tag to hunt deer in Arizona?

Is hunter orange required?
No, not for big game. I still wear it walking in during a rifle season. Dogs are not a deer method. Sundays are legal. Daylight hours only.
What about CWD and eating the deer?
