Who this forest is for
If you want a Southern Zone public hunt you can reach from Ithaca or Watkins Glen in under an hour, with pasture edges, small woodlots, and a real chance to see deer in daylight, hunt Finger Lakes National Forest — and treat every named trail like a road.
If you want a million-acre walk, lake-effect snow, and room to disappear, hunt Ottawa or New York’s Adirondack Forest Preserve instead. This is not Ottawa with a Finger Lakes sign.
I have hunted whitetails for 23 years, starting with my dad in southern Missouri when I was 12. I grew up broke, so I learned public land before I ever paid for a lease, and I still split time between a 65-acre lease in Pike County, Illinois and public dirt in the Missouri Ozarks. Finger Lakes is the trip I take when I want farm-woods deer on a New York tag without pretending I have a Steuben County permission slip. Treating this ridge like the UP is how you sit a pasture trail on Saturday of regular season and glass hikers in blaze.
This is a meat-and-edges hunt. DEC’s 2025 county table is the honest density: Schuyler 3,819 deer, 5.5 adult bucks and 6.0 antlerless per square mile; Seneca 2,361, 3.3 bucks and 3.9 antlerless. Neighboring Steuben led the state at 15,913, mostly private. You will see more deer here than on Ottawa. You will also see more trucks, horses, and leaf-peeper traffic than any Upper Peninsula two-track.
A patchwork, not a wilderness
Congress named this a national forest in October 1985. The Forest Service had already been managing the old Hector Land Use Area since 1954. The land itself is a 1930s resettlement purchase — failed hill farms, planted conifers, and a grazing program that never really left. That is why the map looks like a quilt. Federal parcels sit next to private hayfields. A green line on your phone is not a permission slip to cut a fence.
The Hector Ranger Station is on NY-414. It is open one weekday. Download the visitor map before you need a paper copy on a Tuesday. The administrative forest is Green Mountain and Finger Lakes together. Vermont’s Green Mountain hunt is a different state, a different license, and there is no live Green Mountain unit URL on this site yet. Do not hunt a 404.
DEC is blunt: more than 30 miles of trails cross gorges, ravines, pastures, and woodlands. The trails that actually change a deer sit:
- Interloken Trail — north–south spine, a branch of the Finger Lakes Trail. South end steeper and more timbered. North end flatter, more pasture, Seneca Lake views. Foster Pond and Teeter Pond sit on it. Wet in spring and fall. Treat it like a county road on opening weekend.
- No-Tan-Takto Trail — almost all open pasture from Backbone Horse Campground to Parmenter Road, into Seneca County. Close gates. No camping in pastures while livestock are present. Outstanding lake views, which means you are also outstandingly visible.
- Gorge Trail — hemlock and hardwoods between Burnt Hill Road and Mark Smith Road on the south end. Access from the Burnt Hill / Gorge Pond lot or Mark Smith Road about ¾ mile north of NY-79. This is the cover I want when pressure is up, not a selfie of Seneca Lake.
Blueberry Patch Campground sits on Picnic Area Road (Schuyler County Route 2): nine sites, $15 a night, no potable water, 14-day stay cap, tents or campers under 24 feet. Backbone is the horse camp. Potomac is the group camp (8–45 people). I do not hang a gun stand over a $15 tent pad. Caywood Point is the only Forest parcel on Seneca Lake; the dock has been posted closed. That is a weather-day walk, not a November tree.
Terrain, and how deer actually use it
Finger Lakes deer do not live in a Missouri oak hollow and they do not live in UP cedar. Deer habitat here is a farm-woods mosaic: second-growth hardwoods, planted pine, shrub that used to be pasture, and open grass the Forest still grazes. Food is spread out — mast when it is actually falling, browse on the pasture-to-woodlot edge, leftover apples on old farmsteads, and whatever green is left after cattle rotate. Wild diet is on what do deer eat. Old orchard apples are honest overlap with do deer eat apples, not a reason to sit a random tree 40 yards off Interloken.
Cattle are the trip detail nobody from Illinois packs for. The Hector Cooperative Grazing Association still runs designated pastures in the warm months — Cornell’s reporting on the allotment put the window at about May 15 through October 15 on roughly 4,800 acres. By Southern Zone firearms (Nov. 21, 2026) the cows should be gone. Bow in early October, they may not be. Close every gate. Give livestock space. Do not camp in an occupied pasture. A deer using a grazed edge at first light is real. A hunter walking a pasture trail in the open at 9 a.m. is a skyline.
I hunt the woodlot/pasture seam other people skip because it looks empty from the road, and the first nasty hemlock finger off Gorge or Burnt Hill that does not have a recreation name. When I time movement I check deer feeding times, then I let pressure rewrite the clock. If the deer on this tract only move after legal light, that is a pressure problem — the longer version is how to hunt pressured deer that only move at night.
Access, parking, and opening weekend
This forest is small enough that you can drive across it in a coffee. That is the trap. Opening Saturday of Southern Zone regular season is a New York holiday. Watkins Glen is also a wine-and-gorge town. Every legal pull-off on Interloken, Blueberry Patch, Backbone, Picnic Area Road, and the obvious pasture gates will have a truck. Hunt it like opening day on public land: 400 to 900 yards off the easiest access, last stretch wet, steep, or fenced ugly. I pick a backup parking pin before daylight. If the first lot is full, I do not cruise 414 looking for a miracle. I go to the pin.
Forest Order 2010-03 is the boring one that still writes tickets: no careless driving, no driving a Forest road posted closed, New York traffic law still applies, park where the signs say. Interior roads ice and mud. Spring is a short, mean mud season — the Forest tells you not to chew wet trails then. November is better, but a two-track that looked packed in August may be gated now.
Stands: Hector Order 2010-07 bans temporary tree stands and ground blinds from January 1 through September 1, and any stand you do use needs the owner’s name and address in legible English. I hunt a hang-on or saddle and I take it with me. I wasted money on $400 ozone scent control that did not fix a bad wind. A set of $35 climbing sticks has lasted 11 seasons.

NY-414 at dawn is also a collision hunt you did not sign up for. Finger Lakes deer live on the same roads the wine buses use. If you hit a deer on the way to the stand, the after-action is what to do if you hit a deer, not “it will be fine in the ditch.”
Wind and thermals
This ridge dumps both ways. West falls toward Seneca. East falls toward Cayuga. A west wind that feels perfect on an open pasture is garbage in the hemlock gorge below. Pasture edges swirl. I sit the downwind corner of the first woodlot and let a bad swirl dump into open grass or a cut I do not expect a deer to walk. If the wind is switching 4 to 18 mph, I pick a different tree or I sit lower and tighter. Details live on do deer move in the wind.
Season notes versus the rest of New York
Do not copy the whole state table onto this page. License cost band, Earn-a-2nd-Buck, DMP quotas, hunter orange or pink, harvest reporting, and the nonresident $100 hunting license live on the New York page. If you are coming from Pennsylvania or Ohio, read planning an out-of-state deer hunt before you book Watkins Glen for “the forest plus a Catskill sit.” That is a different drive and a different woods.
What is not the same as an Adirondack trip, and what is extra on this Forest:
- Zone. This is Southern Zone. Regular firearms starts Nov. 21, 2026, not the Northern Zone’s late-October gun opener. Bow starts Oct. 1. Crossbows may be used in bow seasons. Rifles are legal in these WMUs — this is not Westchester or Suffolk.
- Antlerless. Many Finger Lakes-belt WMUs have no DMP quota in 2026, including 7R, 8N, 8R, and 8S. That is a meat-hunt map, not a trophy map. Confirm your parking pin’s WMU on DECinfo Locator. Do not apply for 8H because a forum said “Finger Lakes.”
- Baiting and Sundays. Baiting is illegal statewide, including mineral blocks. Sunday hunting is legal. Wear fluorescent orange or pink if you hunt with a firearm. Hikers should, and many will not.
- CWD. Not currently known in wild New York deer. Do not bring a whole out-of-state carcass back. CWD symptoms · testing · DEC CWD.
- Stands and shooting. DEC does not replace Forest Order 2010-07. Name and address on the stand. Off by January 1. No shooting within 150 yards of a developed site or across a forest road.
Dogs are not a deer-hunting method in New York. A leashed tracking dog license is for recovering a hit deer, not for running one. Where to sit without dropping a pin
I do not publish a tree. I publish a pattern.
Skip Interloken, Blueberry Patch, Backbone, and any lot with a recreation icon on Saturday of regular season. Hunt the first woodlot off a town road that is not a trailhead — Wardner Corners, Burnt Hill, Mark Smith, Parmenter, the ugly side of a pasture gate. South end: Gorge Trail timber if you need cover, but not the parking lot. North end: pasture/woodlot seams after the cows are gone, where a deer can feed without skyline. Shot windows on a pasture edge can be 80 to 150 yards. In hemlock they shrink to 20 to 40. Decide that before you climb.
One morning sit tight to bedding. One evening sit on a travel edge. If I cannot explain why a deer would walk it at 8:10 a.m., I do not sit there. Still-hunt only in wet leaves or enough wind. Shot windows in this cover swallow a bad hit if you dump a deer into a gorge. I decide max range before I climb. Refresh shot placement and the after the shot hub. I gut-shot a doe in 2007, pushed her too early, and never found her. In a hemlock ravine that mistake is a lost deer on the wrong side of a fence.
If you are not hunting
Weather dies here too. Watkins Glen State Park is the gorge everyone already knows — park rules, not Forest Service, and not a gun-opener sit. Caywood Point is the Forest’s Seneca Lake toe. Wear orange on Interloken and Burnt Hill during season. None of that is a reason to hunt a trailhead on Saturday of firearm week.
Where to stay, ice, and the meat pole
Pick a base for the side of the ridge you are actually parking on. Drive time to the lot, a grocery open after dark, and a processor matters more than a pretty lobby on 414. Cabins and motels both work. I want late checkout on opening morning and a place I can hang wet wool. Watkins Glen fills for wine weekends and races. Book it on purpose or skip it.
Watkins Glen, NY — south end, NY-414 to the ranger station in about nine miles. Grocery, rooms, and the town you will end up in if the weather dies. Hunt interior, not the gorge parking.
Ithaca, NY — real town, late food, a backup shop if a village processor is drowning. Also the base for Connecticut Hill. Do not sleep here and pretend you will “just run over” for a 15-minute sit. Build the drive into the plan.
Montour Falls, NY — quieter than Watkins Glen, closer to the south trails and NY-79 / Mark Smith access.
Penn Yan, NY — west side of Seneca. Use it if your parking is actually the north/west quilt, not as a Watkins Glen substitute.
Call a processor before you shoot. Southern Zone opening weekend drowns western NY shops. Ask when you can pick up meat. Ice is a town problem — buy it the night before. Drags here are shorter than Ottawa, but a deer in a gorge is still a lesson. I keep a cheap plastic sled in the truck once snow is possible. Hardware-store version, about $40, has hauled more deer for me than any boutique pack frame. Field work is how to field dress a deer. If this forest is slammed
Same ridge, uglier access first. Wet, steep, fenced, no trail name. Most orange quits at the first dry pasture gate.
The public tract I would hunt if I had one Finger Lakes weekend and this Forest was a parking lot is Connecticut Hill WMA — 11,237 acres in Tompkins and Schuyler counties, WMU 7R, the largest WMA in the state, almost all forest. Opening morning parking fills there too. Walk past the first two-track. There is no live Connecticut Hill child URL on this site. Do not invent one.
A smaller Schuyler state forest midweek is the next honest move. Catskill Forest Preserve is a different Southern Zone woods trip, not a same-morning backup from Hector. Pennsylvania’s Allegheny is the sibling national-forest hunt if you are building a multi-state year — it lives on the Pennsylvania state page. It is not a same-weekend backup from Ithaca. Ottawa and Chequamegon are big-woods cousins, not Finger Lakes with snow. Daniel Boone is the Appalachian cousin. Statewide inventory stays on the New York page.
Wildlife that actually lives here
DEC’s own list for this Forest: white-tailed deer, Eastern wild turkey, ruffed grouse, American woodcock, wood ducks, beaver, bobcat, red fox, and forest birds including northern goshawk and scarlet tanager. Cattle are not wildlife and they will still rearrange your sit if you ignore a gate. Black bear exist in this part of New York; they are a separate DEC tag, not a reason to rattle a 40-acre woodlot all day. I do not sell a wolf or moose sighting as a hunt plan on this ridge. Those animals belong farther north.

Is Finger Lakes National Forest a big-woods hunt?
No. It is about 16,212 acres of pasture, shrub, and woodlot between two lakes. You will see deer. You will also see hikers, horses, and opening-weekend trucks. For a true big-woods New York sit, hunt Adirondack Forest Preserve or Tug Hill — those notes live on the state page, and there is no live Adirondacks child URL yet.
Can I bait or feed deer here?
No. New York bans baiting and feeding deer year-round, including mineral blocks. Forest Service rules do not carve out a pile. I hunt this ridge without corn.
When can I hang a stand?
