Get the Letter of Exemption before you book Kahului
A Michigan deer license does not work on Lānaʻi. A California hunter-ed card is not a Hawaii hunting license. You need Hawaii paper — a Wallet Card or a Letter of Exemption — then the license, the stamp, and whatever lottery or unit tag the island uses. National walkthrough: how to get a hunting license. Step 1: Hunter education, or the exemption letter
Hawaii will not sell you a hunting license until one of two documents is in the system. First choice: graduate the Hawaii basic hunter education course and wait for the Wallet Card. DOFAW’s nonresident hunter guide is blunt: take the class, pass the test, get a certificate of completion. That PDF is not the Wallet Card. The card with your number is mailed in a week or two.
Most mainland hunters should request a free Letter of Exemption instead. Upload your out-of-state hunter-ed certificate and a photo ID. NRA classes, bowhunter-only cards, military firearms training, and a hunting license from another state do not count. Do this from home. The Hunter Education Program turns people away at the vendor counter for skipping it.
The old-Hawaii exception is narrow: born before January 1, 1972, and you can show a Hawaii hunting license issued before July 1, 1990. Bring the paper. Classes: Go Hunt basic classes. Minimum age is 10.
Step 2: Resident or not
On the DOFAW mammal page, a resident has lived in the state at least one year. Active-duty military stationed in Hawaii, and their dependents, count as residents for the hunting license. A month in a Maui condo does not.
The license is the cheap part of this trip. Last checked September 7, 2026 on the official nonresident guide and the mammal page: resident license $10 plus a $10 Wildlife Conservation Stamp; nonresident $95 plus the same $10 stamp. Resident seniors (65+) get a free license but still pay the stamp. Confirm on the eHawaii cart the week you buy.
Michigan’s deer license is over the counter for nonresidents in a normal year, tag and all. Hawaii sells the license over the counter. The deer hunt is often the other product.
Step 3: What goes in the cart
Think in layers, not “a deer license”:
- Wallet Card or Letter of Exemption — without it the cart will not sell you anything.
- Hawaii hunting license for the current fiscal year.
- Wildlife Conservation Stamp — required to hunt game mammals. On an electronic license it prints as part of the license; you still pay it.
- Island tag, permit, or lottery application for most public deer hunts. Lānaʻi axis is the flagship draw. Kauaʻi blacktail permits are on Go Hunt. Maui public units follow Exhibit 9.
- Game bird stamp only if you also hunt birds.
Apply at Go Hunt applications. Buy tags at tags and permits. A parent or guardian buys a license for anyone under 18. All sales are final.
Game mammals may be hunted year-round on private land with the landowner’s permission and a valid Hawaii hunting license. The landowner sets weapons, fees, and bag. That is how most visiting hunters actually kill an axis deer on Maui Nui. Texas is the other U.S. axis hunt.
Step 4: When it goes on sale, and what a first-year nonresident can actually get
The hunting license is sold year-round and runs through June 30. A spring Lānaʻi rifle weekend and a July Kauaʻi archery opener can straddle two license years. Read the expiration on the PDF.
What a first-year nonresident can actually hang a deer on:
- Private-land axis — permission, license, and stamp. That is the honest OTC deer hunt in this state.
- Lānaʻi public axis — lottery. The 2026 announcement (applications opened October 13, 2025; deadline 4 p.m. HST November 14, 2025) charged a $10 non-refundable application, then $20 resident / $125 nonresident for the either-sex tag. - Kauaʻi blacktail — buy the current deer archery or muzzleloader product on Go Hunt, then hunt the days that unit is open. Last published eRegulations table (October 24, 2025) listed a Kauaʻi deer archery permit at $5 resident / $25 nonresident. Confirm on the cart. Mainland blacktail: California. Other island blacktail: Alaska Sitka.
- Maui public axis — Exhibit 9 plus the current adaptive-management order. Read Hunt Maui before you rent the car.
No Lānaʻi draw: a Maui public unit on a weekday, or a ranch. Trip planning: planning an out-of-state deer hunt.
How you carry it, check in, and get the deer off the mountain
Print the license and sign it. Public hunts check in at a station or in the OuterSpatial app where that hunt still uses the app. For Lānaʻi in 2026, DOFAW sent you to the office in Lānaʻi City (917 Fraser Ave.) — the app was temporarily off. Blaze orange, commercially made and not camo orange, is required on public hunting areas except designated archery-only units. Two trip-breakers on the mammal page: public hours are one-half hour before sunrise to one-half hour after sunset, no artificial light; and firearms brought into the state must be registered with the county chief of police within 48 hours of arrival. Hawaii is not on USGS/APHIS CWD maps as a positive state. Do not import a Midwest carcass. Symptoms: CWD in deer.
Youth, seniors, and disabled hunters
Kids can take hunter ed at 10. A parent or guardian buys a minor’s license. There is no apprentice product that lets an uncertified adult hunt Hawaii public units. The 2026 Lānaʻi youth hunt was ages 15 and under, with a licensed non-hunting adult. Resident seniors 65 and older get the free license plus the stamp. - Booking Kahului before the Letter of Exemption is in the system.
- Treating the online hunter-ed completion PDF as a Wallet Card.
- Buying the license and skipping the Wildlife Conservation Stamp.

- Lānaʻi rifle without a draw, or a rifle in baggage with no 48-hour police registration plan.
- Hunting Oʻahu or the Big Island for deer. The mammal table does not list deer there.

Can a nonresident buy a Hawaii deer hunt over the counter? You can buy the hunting license OTC once the Letter of Exemption or Wallet Card is in the system. Public Lānaʻi axis is a lottery. Private-land axis with permission is the OTC deer hunt.
Do I need hunter education? Yes, unless you qualify for the Letter of Exemption. There is no mentored skip.
Does a Michigan or California license work here? No. Those hunter-ed cards can support the exemption letter. They are not the license.
